Sir, the industry is small scale orange category unit and was earlier granted consent under Water Act, 1974 and Air Act, 1981 both valid upto 30/06/2024 subject to the certain conditions mentioned therein.
Earlier, the industry was visited by the officials of the Board and some violations were observed.
Accordingly, the industry was given personal hearing before the Chief Environmetnal Engineer on the Board on 04.09.2023 wherein following decisions were taken :-
1. The industry shall maintain record regarding fresh water consumption, effluent lifted to CETP operator on daily basis.
2. The industry shall provide adequate APCD on the acid dip section to control the fumes, within 15 days.
3. The industry shall remove the bye-pass arrangement and stop discharging effluent into sewer.
4. The industry shall submit within 07 days Bank Guarantee amounting to Rs. 2,00,000/- as an assurance to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, at all times in future.
5. The industry shall apply for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974, within 07 days.
6. The Environmental Engineer, Regional Office shall verify submissions of industry, collect air emissions sample and process consent applications on merits.
Now, the industry has applied for varied of consent to operate under Water Act, 1974 & Air Act, 1981 alongwith requisite document.
The site of industry was visited by RO on 02.05.2024 and it was reported as under :- 1. The industry was in operation during visit. 2. The industry has installed 01 no. hot dip galvanizing furnace and 01 no. auto black furnace with common stack height and wet scrubber as APCD. The hot dip galvanizing furnace was not in operation during the visit as such the sample could not be collected. 3. The industry has made an agreement with M/s JBR Technology Pvt Ltd, Ludhiana @ 5000 ltr/m for the disposal & treatment of trade effluent generated from acid wash and auto black. The industry has provided storage tank of capacity 3500 ltr for its trade effluent. 4. The industry has installed water meter at pipeline from where fresh water is consumed in process area. 5. The industry is maintaining the record of effluent disposed to M/s JBR Technology Pvt Ltd, Ludhiana & fresh water consumption in process. 6. The industry has completely plugged the bye-pass facility and no unauthorized outlet exists. 7. The industry has submitted bank guarantee of Rs. 2.0 Lacs valid upto 31.03.2025 in compliance to the decisions of the personal hearing held before CEE. 8. Water auditing was done and the industry was found complying with the provisions of earlier granted consents. 9. The industry is complying with the conditions of consents granted to it and to the decisions of the hearing held before CEE.
In view of above, it is recommended that varied of consent to operate under the Air Act, 1981 may be granted to industry for one year with usual conditions and special condition that the industry shall get the air emission sample analyzed from Board’s Lab within one month, please.
