The industry is small scale, orange category unit.
The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 valid upto 30.09.2024 for manufacturing of Raw Rice @ 2.5 TPH, Rice Bran @ 0.125 TPH, Rice Husk @ 0.50 TPH by using paddy @ 3.85 TPH as raw material.
The industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 through OCMMS of the Board for manufacturing of Raw Rice @ 2.45 TPH, Rice Bran @ 0.120 TPH, Rice Husk @ 0.45 TPH by using paddy @ 3.80 TPH as raw material, detail of the same is as under:
1. The industry has deposited Rs.42000/- vide R.N. 17/5090 dated 04.06.2020 and Rs. 2100/- vide UTR No. 30292862 dated 03.05.2024 under Water Act, 1974 adequate upto 30.09.2025 and Rs.58800/- vide R.N. SBIN323124609610 dated 04.05.2023 under Air Act, 1981, Rs. 1800/- vide UTR No. 317242843 dated 03.05.2024 NOC regularization fee against the fixed assets value of Rs. 173.85 lacs, which is adequate upto 30.06.2030.
2. The industry has submitted compliance of the previous granted consent under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981.
Now, the industry was visited by officer of this office on 06.05.2024 and observed that:-
1. The industry was not in operation, hence the air emission sample could not be collected.
2. The industry has installed one shelling section with cyclone separator as APCD and adequate stack height.
3. The industry has installed 1 no. dryer with cyclone separator as APCD and adequate stack height.
4. The industry has installed one DG set of capacity 6 KVA with canopy at site.
5. There is no source of trade effluent generation and only domestic effluent is discharged onto land for plantation after septic tank.
6. The industry is complying with the provisions under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 .
The industry is a small scale orange category unit and competency to decide such type of case lies with Environmental Engineer, RO-1, Jalandhar.
Recommendation:- Keeping In view of above, it is recommended that :-
1. Consent to operate under Water (Prevention & Control of Pollution) Act 1974 may be granted to the industry upto 30.09.2025 with suitable conditions
2. Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2029 with suitable conditions and special conditions that:-
3. The industry shall submit analysis report of the air emission sample from the Board’s lab in the next coming season.
4. The industry will continue to comply with the new code of practice prescribed by Punjab Govt. Department of Science, Technology and Environment vide order no. 932 dated 15.10.2013.
5. The industry shall upgrade or install adequate air pollution control device to achieve the amended emission standard, if any amendment made.
6. The industry shall not made any expansion inside the present premises without obtaining prior permission from the Board. (Competency EE)
