File Note: It is submitted that the industry is a medium-scale red category unit. Earlier, the industry was granted consent to operate under the provisions of Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/SAS/2023/21684993 dated 23.06.2023 valid upto 31.03.2024 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/2023/21684982 dated 15.06.2023 valid upto 30.06.2026 for manufacturing of Galvanized pipe @ 70 MTD, ERW Black Pipes @ 130 MTD by using HR Coils @ 200 MTD, Zinc Slab @ 5 MTD, HCl @ 1 MTD as raw material with subject to suitable conditions and additional conditions that: - 1. The industry shall stick with its earlier production capacity till it get the trade effluent lifted to M/s JBR Technologies at Ludhiana. 2. The industry shall get its trade effluent lifted through the operator of CETP, i.e. JBR Technologies at Ludhiana, till the time CETP at Kurali is made operational properly. 3. The industry shall provide separate the storage tanks for different type of effluents, within 02 months. 4. The industry shall either execute agreement with authorized re-processor of spent acid or provide in house treatment of the same, instead of sending the same with other effluent to be operator of CETP, within 3 months. Now, the industry has applied for obtaining renewal of consent to operate under Water (Prevention & control of Pollution) Act, 1974 for same production capacity and raw material alongwith requisite documents. As per the record file, the previous consent fee deposited by the industry is adequate upto 30.06.2026 against the total cost of fixed assets is Rs. 928.44 lacs. Now, as per latest CA certificate the total cost of fixed assets is Rs. 993.57 lacs as on 19.03.2024. The industry has deposited NOC regularization fee of Rs. 5,900/- vide R. No. 140734011 dated 26.03.2024. The industry was visited by EE alongwith AEE of this office on 16.04.2024 and it was observed as under: 1. The industry was in operation and engaged in the business of manufacturing of ERW/ galvanized steel pipes and solar panels from HR Coil strips. 2. The manufacturing process of the industry is as under: - HR strips—slitting—tubing—pickling—rinsing—fluxing—galvanization—dipping in sodium dichromate solution—dispatch. 3. The unit carries out acid pickling (with HCL) as well as galvanization (with zinc) of ERW pipe. Trade effluent mainly generated from the said process, which is being collected in 03 no. tank from where it is being lifted by CETP operator. 4. The industry has installed 01 no. of tubewell for abstraction of groundwater. The industry has installed flow meter and maintaining the record regarding the same. 5. The industry has executed an agreement with operator of CETP, i.e. M/s Bantech Water Private Limited, Kurali on 14.02.2022 for lifting of trade effluent @ 75000 ltrs. That the CETP has restarted its operation and is now lifting effluent from the member industries. 6. The industry informed that effluent is generating from pickling and washing. The washing effluent is again being utilized in pickling process only and there is no requirement for providing separate tanks for pickling and washing purpose as per conditions of earlier consent granted to it. However, the industry has already provided 3 separate tanks of capacity approximately 30 KLD for storage of trade effluent. 7. The industry is maintaining record of generation, collection and lifting of trade effluent being generated from the process. 8. The industry has installed septic tank, after passing through which, the domestic effluent is utilized onto land for plantation. In view of above, it is recommended that the consent to operate under Water (Prevention & control of Pollution) Act, 1974 may be granted upto 30.06.2026 with subject to suitable conditions and special conditions that: - 1. The industry shall get its trade effluent lifted through the operator of CETP, i.e. M/s Bantech Water Private Limited, Kurali. 2. The industry shall get its entire trade effluent lifted from the operator of the CETP and shall maintain a proper record of generation, collection and disposal of trade effluent, at all times. 3. The industry shall maintain the record of flow meter installed with the tubewell for abstraction of groundwater. 4. The industry shall ensure that its production capacity, quantity of effluent generation and lifting capacity of CETP are in consonance with each other. 5. If at any point of time, the CETP is unable to lift the trade effluent from the industry due to any reason(s), the industry shall be bound to immediately stop its manufacturing activities at site. 6. The industry shall obtain permission for abstraction of groundwater from PWRDA, within 03 months and shall submit a copy of the same to the Board. 7. The industry shall not discharge the effluent into any drain/choe/nallah, in any case. 8. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 9. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received. 10. The Consent is being issued to the industry based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 11. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry. *Competency – Chief Environmental Engineer Date of Deemed Approval : 09.05.2024
