File Note: It is submitted that earlier, the industry was obtained Consent to Establish (NOC) of the Board vide No. CTE/Fresh/LDH2/2022/19189571 dated ¬10.08.2022 valid upto 09.08.2023 for manufacturing of Steel Ingot @ 80 MT/Day (29200 Ton/Annum) using Alloy Steel & M.S.Scrap @ 90 MT/Day as Raw Material. Now, the industry has applied Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 in Small Scale, Orange category for manufacturing of for manufacturing of Ingot & Steel Casting @ 80 MT/Day using Alloy Steel & M.S.Scrap @ 90 MT/Day as Raw Material through OCMMS with required documents & fee. The site of industry was visited by the AEE & JSO on 25.04.2024 and observed as under: - 1. The industry was in operation and is engaged in the process of manufacturing of Ingot & Steel Casting. 2. It has installed 1 Induction furnace of capacity 8.0 Ton/Heat. 3. The manufacturing process of the industry is Raw material  Purchase Of Scrap  Melting Of Metal  Moulds  Steel Ingots  Sorting  Dispatch. 4. The industry has installed the APCD as per design and drawing of PSCST, Chandigarh. Certificate has been issued vide PSCST Chandigarh letter No. TFD/705 dated 06.03.2024 in this regard with sampling arrangements. 5. The Stack emission sample of the industry was collected during visit and as per analysis report the concentration of Particulate Matter found 40 mg/Nm3 against the prescribed limit of 150 mg/Nm3 which is within the prescribed limits fixed by the Board. 6. The industry has provided energy meter with APCD of the induction furnace and reading of the same was 629 kWh. 7. It has installed the Water meter with its submersible pump and reading of the same was 618 m3. It has also provided the Water meter with its re-circulation system and reading of the same was 240 m3 . It has also provided water meter for use of fresh water domestic purposes and reading of same was 60 m3 . 8. There is no source trade effluent, cooling water is being re-circulated and domestic effluent is discharged onto land for plantation through septic tank. 9. The industry has planted the plants along the boundary wall of the industry to dispose off the treated domestic effluent. 10. As per DTP, Ludhiana letter No.995-96 DTP(L)/M2C dated 29.04.2022 as per approved Master Plan, Ludhiana (2007-2031) the site of the industry falls in Industrial Zone. 11. As informed by the industry, the electric connection to the industry has been released on 18.03.2024 12. The industry has deposited Rs. 108000/- UTR.no. IDIBH24104338529 dated 13.04.2024 under Water Act, 1974 and Rs. 108000/- vide UTR no. IDIBH24104338968 dated 13.04.2024 under Air Act, 1981, which is adequate upto 17.03.2029. It has also deposited Rs. 500/- as consent form fee. 13. The industry has submitted approved building plan from the Competent Person approved by the Director of Factories, Punjab. 14. It has provided the Hazardous Waste Storage room of size 10’*10’*10’ with Lock and key facility with danger sign in which 23 Bags of Hazardous waste of Cat.No. 35.1 were lying stored. 15. It has also provided the Environmental Data Board at the Main Gate of the industry. 16. The industry is complying with the conditions of NOC Granted to the industry. 17. The industry has applied for authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 on 24.04.2024 which is being dealt separately. 18. A clarification was raised to the industry w.r.t. the production of the industry through clarification dated 23.04.2024 observed as under with the other observation:- . “The industry has installed induction furnace of 8 TPH, hence the capacity of the industry will be more than 30,000 TPA. Thus, the industry was required to obtain Prior Environment Clearance (EC)” The industry had submitted its reply (copy attached). As per reply submitted by the industry the brief abstract of production is as under:-  Capacity of induction furnace 8 TP heat.  Time to complete the heat required 2.20 hours.  No. of heats in a day 10.  Hence, total production in a day (8 * 10)= 80 TPD.  Production with 365 days in year 29,200 TPA   “The industry further, submitted that we have already been granted Consent to Establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act 1974 & Air (Prevention & Control of Pollution) Act 1981 for production capacity of 29200 MTPA on which basis we have installed the Induction Furnace of the said capacity along with approved APCD. Similar objection was also earlier raised by your office before our grant of Consent to Establish (NOC) and was resolved after suitable representation, the records of which must be available in our file.” Keeping in view of the above, application for consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 is submitted for kind consideration of the Competent Authority of the Board please, as industry has been established after obtaining Consent to establish (NOC) of the Board for installation of Induction Furnace of capacity 8 MT/Heat with the production of Steel Ingot @ 80 MT/Day (29,200 TPA). Cost of Plant and Machinery: Rs. 835.00 Lacs. Orange Category. As per MSME Notification Dated 01.06.2020 Small Scale. Competency: SEE(ZO) As per Boards practice: Medium Scale Competency: CEE(L)
