The reply raised by the competent authority is as under: -
1. Yes, the industry has provided 1.0 acre land for plantation area for the disposal of treated trade effluent and the same is being maintained as per karnal technology. The extent of the plantation area is adequate.
2. No stagnation was observed.
3. Plantation area has been provided only opposite to the main gate of the premises. The land has been taken on lease and the additional land acquired for storage is entirely different and it is located backside of the existing industrial site.
4. The site plan mentioning revenue details is attached.
5. No constructional activity is being carried out in newly added land and the industry has already constructed godown in the additional land. No plant & machinery has been added in additional land and the permission has been applied merely to regularize addition land for storage purposes only and no production capacity has been increased by the industry.
6. The industry is complying with environmental laws and details of SOP is as under: -
i. The industry has provided separate cyclone separator as APCD with the milling, pre cleaning sections and for dryer section followed by stacks of adequate heights.
ii. The industry has provided multi-cyclone as APCD with the boiler equipped with stack of adequate height.
iii. The industry has provided sampling arrangement for the APCDs.
iv. The industry has provided proper husk storage area and the industry was advised to cover husk area with HDPE sheets.
v. The industry has provided brick wall in front of discharge point having height more than 15’.
vi. The industry has provided outlet onto land for plantation with the septic tanks installed at office/labor sides.
vii. The industry was advised to provide more plantation within its premises.
viii. The industry has provided the pucca/brick paved road inside their premises for the movement of vehicles.
ix. The industry is complying to the code of practice as prescribed for the rice sheller.
7. The air emission sampling was carried by the Board on 27.12.2019 and 30.12.2020. The concentration of SPM was found within permissbile limits as prescribed by the Board.
8. Earlier, the similar case of M/s Shiv Shankar Rice Mill, Khanuri was processed and granted by the Competent Authority of the Board.
Keeping in view of above, it is recommended that varied consent to operate (CTO) under Water Act, 1974 and Air Act, 1981 may both be granted up to 30/09/2030 (upto adequacy of fee) for the production of Parboiled rice @ 2.0 TPH & Sortex raw rice @ 1.5 TPH by processing of Paddy @ 5.25 TPH as raw material, subject to the suitable conditions as per policy of the Board and a special condition that the industry shall not install any additional machinery in the land having area 24K-19M bearing khasra nos. Khewat No: 114/147 Khasra No: 2//18/2/2 (2-11), 19/2 min(1-4), 19/3/1 (2-8), 19/3/3(0-6) 20/3/2/1 (0-18), 21/2/1(1-10), 22/1 (7-9), 23/1/2(4-7) Total Kitte 8 Total Land 20K-13M in which share 1/3 measuring 6K-17-2/3M, Khewat No: 120/153 Khasra No: 2//13/1(0-3), 17(1-5), 17/2(1-2), 17/3(1-16), 18(1-18), 23/1(3-4), 24/1(1-18), 24/2(3-0) Kitte 8 Total 14K-6M in which share 769/858 measuring 12K-16-1/3 M, Khewat No: 108/139 Khasra No: 2//17/4(1-6), 24/3(2-13), 25/1(4-11) rice mill and shall use the additional land only for storage purposes.
