It is submitted that the project proponent earlier applied for obtaining consent to establish under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 under orange category. The application was returned, due to non-completions. The project proponent has now applied for obtaining of consent to establish(NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for setting up manufacturing unit for Reusable oil for burning, manufacturing of paint and/or in other respective industries @ 115 KLD by using of Used oil/ spent oil @ 120 KLD.
The project proponent has filled online application form, project report, manufacturing process flow chart, Feasibility report of proposed STP, Certificate of Incorporation, MOA certificate, Site suitability certificate issued by the DTP, and Site plan.,
The project proponent has deposited Rs. 21600/- vide no. N036242866030008 dated 05.02.2024 as NOC fee, Rs. 500/- vide no. N036242866030008 dated 05.02.2024 as application form fee. The adequacy of fee deposited by the industry for one year.
The site of the proposed unit was visited by the officers of this office on 11.01.2024 and it was observed as under:-
1. The proposed site is located at VILLAGE MANGARH, KOHARA MACHHIWARA ROAD, NEAR BCS INDIA PVT LTD, LUDHIANA.
2. The project proponent has earmarked the boundary of the proposed industry and the building for the proposed unit was under construction.
3. The project proponent has proposed to install two processing kettles @ 120 KLD capacity ,
4. The industry has proposed to install 1 D.G set, which will be equipped with stack of adequate height.
5. There will be no generation of treated trade effluent, only domestic effluent, which will be discharge onto land for plantation after treatment through STP.
6. The project proponent has submitted site suitability certificate issued by the DTP bearing no. 1072 dated 02.05.2024.
7. The site is suitable for such type of establishment.
In view of above, it is recommended that, Consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for one year with suitable terms and conditions and with special condition that the industry shall got itself registered under EPR on centralized portal before commissioning the unit.
