File Note: It is submitted that the both cases i.e. of M/s KS Alloys and M/s Surya Steel Inds. are clarified as under: M/s KS Alloys 1. The industry was given personal hearing before CEE(B) on on 17/11/2023, as during the visit of dated 23/10/2023. The emissions were seen getting escaped into the environment. 2. In the said hearing, the industry was directed to up-grade its bag filters as per the specifications given within one month and to get it verified from the PSCST, Chandigarh. The industry was also directed to submit a proposal regarding control of secondary emissions within one month after consultation with the PSCST, Chandigarh alongwith other decisions. 3. The industry failed to comply with the above said decisions, accordingly Regional Office, Fatehgarh Sahib recommended for refusal of the CTO, hence the hearing has been given to the industry. M/s Surya Steel Inds. 1. The industry was granted consent to establish under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/FGS/2023/22229188 dated 03/08/2023 valid upto 30/06/2024 for expansion of the existing steel manufacturing unit by replacing existing induction furnace of capacity 7 TPH with 2 no. induction furnaces of capacity 10 TPH & 15 TPH and up-gradation of CCM & rolling mill to produce Steel Billets/Ingots Round, Square, Bars and Flats @ 266 MTD. 2. Now, the industry has applied for varied consents to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. 3. Regional Office had recommended to grant the consents to operate under both Acts with certain conditions, which was approved by then CEE(B) vide note dated 28/03/2024. 4. Among the other conditions, one condition was that the industry shall submit the bank guarantee of suitable amount as an assurance to the effect that the industry shall install secondary emission control system within 03 months. 5. After discussion with SEE, it was recommended to decide a bank guarantee amounting to Rs. 5.0 lakhs, as being done by PBIP. In view of above, it is requested to approve the amount of bank guarantee to be imposed as Rs. 5.0 lakhs, so that the certificate could be generated at the earliest, please.
