Sir, the online agenda has been generated and the details of the case is as under-
It is submitted that the project Proponent has applied for Consent To Establishment (NOC) for establishment of an industrial unit for manufacturing of following products in the revenue estate of village Dhura, Tehsil Dhuri, District Sangrur in an area of 1.96 acre having Khasra no. as per registry attached.

The industry has deposited NOC fee of Rs. 8900/-
(Rs. 8400/- NOC fee + Rs. 500/- application form fee) vide receipt no. 158196124 dated 17.05.2023 against the value of project of Rs. 1.863 crores,which is adequate for one year.
The industry has submitted the letter of classification of area issued by DTR(P&R), Sangrur vide its letter no. 107 dated 20/01/2023. As per report, the site is having 9 bighe, 4 biswe and 10 biswania. The site falls in the revenue state of village Dhura. The proposed site falls within the local planning area Dhuri and master plan of the same is yet to be prepared. While preparing the master plan and watching the current industrial activity in the adjoining area, it is probability that the site will be fall under industrial zone, where the industrial activity will be permissible.
The industry has also submitted the Tehsildar report vide no. 628 dated 05.05.2023. As per report, the site falls more than 100 m outside from the MC limit of Dhuri and any village phirni and there is no 15 pucca houses fall within the 100 m of the proposed site.
The manufacturing process includes pulverising of Zinc Dros/ Zinc ash/ skimming arising from galvanizing process and other Zinc bearing residue (Raw Material). Then, the pulverised material will pass through screening and then the powder will be sold to authorized recyclers and the Zinc grains will be get melted into furnance of capacity 400 kg / heat and the molten metal will be cool down to make the ingot, which is the final product.

To verify the facts, the site was visited by AEE of this office on 06.05.2024 and it was observed as under: -
The site is located in the revenue estate of village Dhura, Tehsil Dhuri, District Sangrur.
1.The industry has proposed to establish an individual unit for manufacturing of, Zinc Ingot & to the authorized Recyclers of State Pollution Control Boards.
2. The industry has not stated any constructional activity at site the site is being used as a godown and one no. of building has already been constructed at the site.
3. The industry has not proposed to generate any Trade Effluent. The industry has proposed to use 3.0 KLD water for domestic use, thus only domestic effluent @ 2.4 KLD will be discharged onto land for plantation after passing through septic tank. The industry has also proposed to use 3 KLD of water for scrubber.
4. No high-tension line is passing over head the proposed site.
5. No village phirni/lal nlakir/MC limit, 15 Pucca houses fall within radius of 100 meter of proposed site and there are stagnated industries around the Site.
6. The industry has proposed to install melting furnance of capacity of 400 kg per heat, which will consume about 6 ltr per hour of diesel oil as fuel equipped with gravity settler, bag filter house followed by wet scrubber and stack of 30 m will be provided which will be adequate.
7. The industry has proposed to install 1 no. pulveriser and bag house filter will be provided as APCD and stack of adequate height will also be provided.
It is pertinent to mention here that the industry will install melting furnance which is below 500 kg per heat. As per letter vide no. 11593-615 dated 28.11.2005, the director of factories, Punjab has informed that in the 29th meeting of CSA cum SAC, it was decided that the furnance upto 500 kg capacity per heat falls in the non-designated is exempted for grant of SAC . The copy of the same is attached in the clarification reply submitted by the industry.
The industry has submitted copy of project report, Site Plan, Land use classification, tehsildar Report and Copy of registry.
From the reports of DTP (P& R), Sangrur & Tehsildar, Sangrur and the findings observed during the visit, it is clear that the industry is meeting with the general sitting guidelines prescribed by the Borad for such type of industries and the site is exempted from getting SAC clearance. Thus, the site is suitable for establishment of new industry.
The competency for grant of NOC for such plants i.e. Orange category small cases lies with the Senior Environmental Engineer, Zonal Office-2, Patiala.
Keeping in the view of above, it recommended that NOC case be sent to Zonal office-2, Patiala for grant of NOC for establishment of an industrial unit to manufacture Zinc Ingot @ 5 MTD subjected to certain conditions as per the policy of the Board.
