Ltd,C-233A & D-326 Phase-VIII, Focal Point, Ludhiana. The following were present: On behalf of Punjab Pollution Control Board Er. Samita, EE, ZO-II, Ludhiana On behalf of the industry Sh. Anuj Kumar Seth, Director Environmental Engineer, Zonal Office-2, Ludhiana brought out that the industry is large-scale orange category garments finishing unit and granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH4/2022/18293143 dated 06.05.2022, upto 31.03.2024 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH4/2022/18293408 dated 06.05.2022, upto 31.03.2024 with suitable conditions that the industry will submit analysis report of air emissions from Board's Lab within one month from issuance of consent for manufacturing of Processing of Fabric @ 15 MTD in the name and style of M/s Versatile Enterprises Pvt. Ltd., D-326, Phase-VIII, Focal Point, Ludhiana. Now, the industry has applied for varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for manufacturing of Processing of Fabric @ 15 MTD and Lamination of Fabrics @ 9000 Meter/day by using Fabrics for finishing 15 TPD, Fabric for lamination 18000 Meter/day and Adhesive Materials 600 Kgs/day in the name and style of M/s Versatile Enterprises Pvt. Ltd., C233-A & D-326, Phase-VIII, Focal Point, Ludhiana due to increased production and addition of new plot. The industry was lastly visited by officer of the Board on 24.01.2024 and it was observed as under: 1. The industry was in operation during the visit and engaged in finishing of fabric with the help of stenter. 2. The industry has installed garment finishing machines such raising machines, stunutter, steam drying, cutting, packing etc. 3. The industry has no source of trade effluent generation and only domestic effluent is being discharged into sewer. 4. The industry has installed one thermopac of capacity 15 Lac Kcal with cyclone followed double stage alkali scrubber as APCD and is using pet coke as fuel. 5. The stack emission sampling from the stack of the industry was conducted during visit and as per the analysis report received from Zonal Lab, Ludhiana dated 31.01.2021 the results of the parameter of SPM was found 179 mg/Nm3 and SO2 was found 269 mg/Nm3 against 400 mg/Nm3, which is within the prescribed limits of the Board. 6. The industry is using the pet coke as fuel. The industry has installed online SO2 meter and pH meter with the APCD. 7. The industry has installed one D.G. set of capacity 500 KVA which is equipped with canopy along with adequate stack height. The case was examined and it was observed that the industry has not submitted analysis report of air emissions as per special condition imposed in the previous granted consent. Also, the industry has not submitted revised building plan. The industry is violating the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Show cause notice for refusal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974, and Air (Prevention & Control of Pollution) Act, 1981 was issued to the industry with an opportunity of personal hearing before Chief Environment Engineer, Ludhiana on 30.04.2024. Sh. Anuj Kumar Seth, Director of the industry attended the hearing and submitted a written reply which was taken on record. He stated that they have submitted Air analysis report of air emissions alongwith applications of varied consent. He further informed that they have submitted the new building plan duly stamped from the Architect approved by Deputy Director of factories, Punjab. He stated that they have complied all the norms as prescribed by Punjab Pollution Control Board and assured that they submit the approved building plan, within 02 months. After hearing, the director of the industry and officers of the Board, the Chief Environmental Engineer of the Board decided as under:- 1. Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be granted to the industry for one year with special condition that the industry shall submit the revised building plan, within 02 months. 2. Environmental Engineer, Regional Office-4, Ludhiana shall visit the industry to verify the contentions of the industry and submit the report alongwith recommendations, within 02 months. Submitted for confirmation of decisions of the hearing so that the same could be conveyed to industry and concerned officers for compliance of decisions, please.
