The industry was granted consent to establish/ sNOC vide no. CTE/Fresh/BTI/2023/21699991 dated 24.04.2023 for establishment of rice sheller unit of capacity 3 TPH of Raw rice /Sorted Rice with dryer, subject to the conditions mentioned therein.
In general tour to the area, the industry was visited by AEE of this office on 02.04.2024 and observed some violations. Accordingly, the industry was issued Show Cause Notice for violation of the provisions of the Water Act, 1974 & Air Act, 1981 vide no. 1496 dated 04.04.2024. In reply to the show cause notice, the industry has submitted that they have removed all the incompletions in the industry observed during visit.
After that, the industry has applied for fresh consent to operate under Water Act, 1974 & Air Act, 1981 through OCMMS for operation of rice sheller unit of capacity 3 TPH of Raw rice /Sorted Rice with Dryer under the Orange category as per the prevailing policy. The detail of the case is as under: -
The industry has deposited consent fee of Rs. 42,000/- vide R.No. 294205853 dated 15.03.2024 under Water Act, 1974 and Rs. 42,000/- vide R.No. 721014976 dated 15.03.2024 under Air Act, 1981, which is adequate upto 31.03.2028 after deduction of penalty fee, against fixed assets of Rs. 159.74 lacs as per the CA Certificate.
The industry has submitted completion report and its drawings for the APCD installed by the industry.
The industry was visited by the undersigned on 04.05.2024 and it was observed as under –
1. The rice sheller was in operation due to off season.
2. The rice sheller has provided a shelling section with cyclone as APCD to arrest the dust emissions from the shelling process.
3. The rice sheller has installed a drier section with cyclone as APCD equipped with the paddy pre cleaner.
4. The rice sheller has now provided pucca road in the movement area of the rice sheller.
5. The rice sheller has now provided jalli over the 10 feet in the husk storage area.
6. The rice sheller has provided septic tank for the treatment of domestic effluent and disposed of onto the land for plantation.
7. The industry has provided plantation along the boundary wall.
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Keeping in view of above, it is recommended that consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for operation of rice sheller unit of capacity 3 TPH of Raw rice /Sorted Rice with Dryer under the Orange category for a period upto 31.03.2028 with suitable conditions.
