File Note: It is intimated that earlier the project proponent applied for obtaining ‘Consent to Establish’ (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for setting up a dyeing unit for DYEING AND FINISHING OF POLYESTER FABRIC @ 25 Metric Tonnes/Day OR DYEING AND FINISHING OF COTTON/POLYESTER-COTTON (PC) @ 10 Metric Tonnes/Day and same was granted vide no. CTE/Fresh/LDH1/2023/22661672 dated 29.07.2023 valid upto 28.07.2024 with conditions mentioned therein. The industry now applied for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 partially for discharge of trade effluent @ 300 KLD and for manufacturing of DYEING AND FINISHING OF POLYESTER FABRIC @ 12.75 TPD, DYEING AND FINISHING OF COTTON/P OLYESTER -COTTON (PC) @ 5.1 TPD. The applicant has filled online application form, uploaded, CA certificate, DTP certificate vide no. 931 dated 18.4.2023, partnership deed, proof of ownership of land Calculation and details of machinery to be installed. The industry has deposited Rs. 54000/- vide no. 97893949 dated 01.05.2024 under Water Act, 1974, Rs. 54000/- vide no. 564971332 dated 01.05.2024 under Air Act, 1981. As per the CA certificate applicable fee is Rs. 10800/- per annum, the industry has deposited for 1 years i.e. upto 31.03.2029. The industry was visited by the officer of the office on 06.05.2024 and observed that:- 1. The project proponent has constructed the shed of the unit and has installed following dyeing machinery. 2. The project proponent has installed following dyeing machinery. 2. SOFT FLOW MACHINES @ 500 KG x 2 3. SOFT FLOW MACHINES @ 300 KG x 1 4. SOFT FLOW MACHINES @200 KG x 1 5. SOFT FLOW MACHINES @ 100 KG x 1 6. SOFT FLOW MACHINES @ 50 KG x 1 3. The proposed discharge of the above mentioned dyeing machinery comes out to be 300 KLD. 4. The treated trade effluent will be discharge onto land for plantation after ETP comprising of collection tank-chemical dozing-reaction channel- primary settler-MBBR-secondary tube settler-pre-filtration tank-MGF and ACF. 5. The domestic effluent will be discharge onto land for plantation after septic tank. 6. The industry has also install one boiler of 3 TPH capacity with WOOD/AGRO WASTE/RICE HUSK @ 1.5 TON/DAY as fuel. Cyclone separator has been provided as APCD along with stack of adequate height and sampling arrangement. 7. One D.G set of capacity 250 KVA with canopy has also been installed. 8. Out of total 10 acres land owned by industry, the industry has proposed to develop 7.5 acres of land under plantation as per the Karnal Technology for 500 KLD. Presently the industry has proposed to discharge 300 KLD effluent. Out of total 7.5 acres 2.5 acres has been developed and remaining 2 acres plantation area is under development. After development of 4.5 acre plantation area it will be sufficient for disposal of trade effluent i.e. 300 KLD for which the industry has applied present application. The representative has assured to develop remaining 2 acre plantation area within 3 days. During the visit the development work was undergoing. 9. The competency to decide the application lies with Sr. Environmental Engineer, Zonal Office-I, Ludhiana. In view of above it is recommended that ‘Consent to Operate’ under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, 1981 may be granted up to 30.06.2024 for discharge of trade effluent @ 300 KLD and for manufacturing of DYEING AND FINISHING OF POLYESTER FABRIC @ 12.75 TPD, DYEING AND FINISHING OF COTTON/P OLYESTER -COTTON (PC) @ 5.1 TPD with suitable terms and conditions and with special conditions as under:- The industry shall not start its processs till development of remaining 2 acre plantation area. The industry shall not exceed effluent discharge from 300 KLD without obtaining prior permission of the Board. The industry shall apply for varied consent in case the industry wish to operate at maximum capacity for which NOC has been granted and shall develop complete 7.5 acre as per the karnal technology.
