The Public Sand Mining Project (Sand) has applied for consent to operate under the Water Act, 1974 & the Air Act, 1981 in red category for operation of mining site measuring 7.3 hectare in the revenue estate of Village Behak Gujran, Tehsil Zira, District Ferozepur bearing khasra nos. 69//24(8-0) 83//4/1(3-11) 14/1(4-0) 5(8-0) 6(8-0) 83//3(8-0) 23(7-0) 4/2(4-2) 8/1(4-0) 17(8-0) 18/2(1-0) 18/1(6-19) 14/2(4-0) 15(8-0) 69//19(8-0) 11(8-0) 12(8-0) 20(8-0) 22(8-0), for mining of minor minerals (Sand) @ 49145 TPA. The details of case are as under:
1. The project proponent has submitted the copy of EC vide no. EC24B0108PB5416823N dated 01.04.2024 in the name of Behak Gujran Sand Mining Project, Executive Engineer/Ferozepur, Drainage-Cum-Mining & Geology Division Water Resources Department, Ferozepur, for mining of sand @ 49145 TPA in revenue area measuring 7.3 hectare, bearing khasra nos. 69//24(8-0) 83//4/1(3-11) 14/1(4-0) 5(8-0) 6(8-0) 83//3(8-0) 23(7-0) 4/2(4-2) 8/1(4-0) 17(8-0) 18/2(1-0) 18/1(6-19) 14/2(4-0) 15(8-0) 69//19(8-0) 11(8-0) 12(8-0) 20(8-0) 22(8-0), Village Behak Gujran, Tehsil Zira, Distt. Ferozepur for a period of 3 years from date of issuance of EC under category-B1 with project / activity 1(a) for mining of minor minerals (Sand) on Agriculture Land as per approved mining Plan with the manual method of mining only & subsequent presentation / clarifications made by the project proponent, subject to the conditions as proposed by the SEAC & certain amendments therein & agreed by the project proponent in addition to the proposed measures.
2. The Public Sand Mining site has submitted copy of mining plan for mining site measuring 7.3 hectare in the revenue estate of Village Behak Gujran, Tehsil Zira, District Ferozepur bearing khasra nos. 69//24(8-0) 83//4/1(3-11) 14/1(4-0) 5(8-0) 6(8-0) 83//3(8-0) 23(7-0) 4/2(4-2) 8/1(4-0) 17(8-0) 18/2(1-0) 18/1(6-19) 14/2(4-0) 15(8-0) 69//19(8-0) 11(8-0) 12(8-0) 20(8-0) 22(8-0) for mining of minor minerals (Sand) @ 49145 TPA.
3. The Public Sand Mining site has submitted copy of approval letter for approval of mining plan of Minor Mineral of Village Behak Gujran, Tehsil Zira, District Ferozepur vide no. Glg/Pb/M.P/ Behak Gujran/ 1200 dated 20.04.2023 approved by Assistant Geologist, Mines & Geology, Water Resources Department, Punjab, Chandigarh.
4. The Public Sand Mining site has submitted project cost chart, showing total cost of the project will be 150 lacs. Accordingly, it has deposited consent fee of Rs. 10,800/- vide UTR/Ref. No. AXSK241130007458 dated 22.02.2024 as consent to operate fee under the Water Act, 1974 and Rs. 10,800/- vide UTR/Ref. No. AXSK241130007433 dated 22.04.2024 as consent to operate fee under the Air Act, 1981, which is adequate upto 30.09.2024 under both the Acts after including NOC regularization fee.
5. The Public Sand Mining site has submitted copy of revenue record and declarations from owners of land.
6. The Public Sand Mining site has submitted copy of latha and aks sijra for the site.
7. The Public Sand Mining site has submitted copy of site plan.
To process the application, the mining site was visited by this office on 06.05.2024 and it was observed as under:
1. The site is located in the revenue estate of Village Behak Gujran, Tehsil Zira, District Ferozepur in agriculture fields. The site consists of wheat harvested field and has not been cleared yet. No mining was carried out at the site, during visit.
2. The project proponent has not demarked the area of mining site with pillars around corners of the site.
3. The project proponent has not yet provided Weight Bridge at the entry of site as well as has not started any construction at site.
4. There was no portable toilet at the above mining site.
5. The project proponent has yet not provided movable tanker for sprinkling of water at vehicle movement area to suppress the dust emission generated during movement of vehicles.
6. The project proponent has not planted sapling along the mining site boundary.
7. During visit, the project proponent informed that they are waiting for the site to be cleared from harvesting residue and thereafter they will commence any work/ construction at the site.
It is recommended that consent to operate under the Air Act, 1981 and the Water Act, 1974 may be granted to the Public Sand Mining site for the period upto 30.09.2024 for mining of minor minerals (Sand) @ 49145 TPA over an area of 7.3 hectare located at Village Behak Gujran, Tehsil Zira, District Ferozepur for operation of mining site, subject to the suitable conditions and specific as under:
1. The Consent to operate is valid for measuring of 7.3 hectare in the revenue estate of Village Behak Gujran, Tehsil Zira, District Ferozepur bearing khasra nos. 69//24(8-0) 83//4/1(3-11) 14/1(4-0) 5(8-0) 6(8-0) 83//3(8-0) 23(7-0) 4/2(4-2) 8/1(4-0) 17(8-0) 18/2(1-0) 18/1(6-19) 14/2(4-0) 15(8-0) 69//19(8-0) 11(8-0) 12(8-0) 20(8-0) 22(8-0), for mining of minor minerals (Sand) @ 49145 TPA.
2. The Public Mining Site shall comply with the conditions of mining plan for mining site at Village Behak Gujran, Tehsil Zira, District Ferozepur and shall mining as per mining plan issued by Drainage-cum-mining & Geology Division, Water Resources Department, Punjab.
3. The Public Mining Site shall comply with the conditions of letter issued by State Level Environment Impact Assessment Authority Punjab, Ministry of Environment, Forest & Climate Change, Government of India, O/o Directorate of Environment & Climate Change MGSIPA Complex, Sector 26, Chandigarh-160019.
4. The Public Sand Mining shall comply with terms & conditions of approval letter for approval of mining plan of Minor Mineral of Village Behak Gujran, Tehsil Zira, District Ferozepur vide no. Glg/Pb/M.P/ Behak Gujran/ 1200 dated 20.04.2023 approved by Assistant Geologist, Mines & Geology, Water Resources Department, Punjab, Chandigarh.
5. The Public Mining Site will properly demark the area of mining site with pillars and fencing etc, within 15 days.
6. The mining of minor minerals (sand) shall be carried out only upto a depth of 3 meters as proposed in the approved mining plan.
7. The Public Mining Site shall undertake plantation / afforestation work by planting the native species in the nearby area to mine lease.
8. The Public Mining Site will not discharge any air emissions during mining and transportation of minor minerals. It shall use covered vehicles for transportation of the material and shall regularly maintain the road under use.
9. The Public Mining Site will make arrangement for regular sprinkling of water at vehicle movement area to suppress the dust emissions generated during movement of vehicles.
