Kindly find attached the detailed inspection report along with agenda note. Further observations are as under:-
Earlier, the industry was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2024/21119893 dated 12/04/2024 valid upto 30/06/2024 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2023/21123465 dated 30/11/2023, valid up to dated 31/03/2024 for production of WHITE CRYSTAL SUGAR FROM CANE & SUGAR BEET @ 500 Metric Tonnes/Day by product BEET PULP (IN BEET SEASON) @ 1100 Metric Tonnes/Day, BAGASSE FROM CANE @ 1600 Metric Tonnes/Day, MOLASSIS FROM CANE & SUGR BEET @ 225 Metric Tonnes/Day using SUGAR CANE/SUGAR BEET @ 5000 Metric Tonnes/Day as raw material with usual terms and conditions.
Now the industry has applied for obtaining renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for production of WHITE CRYSTAL SUGAR FROM CANE & SUGAR BEET @ 500 Metric Tonnes/Day by product BEET PULP (IN BEET SEASON) @ 1100 Metric Tonnes/Day, BAGASSE FROM CANE @ 1600 Metric Tonnes/Day, MOLASSIS FROM CANE & SUGR BEET @ 225 Metric Tonnes/Day using SUGAR CANE/SUGAR BEET @ 5000 Metric Tonnes/Day as raw material.
Detail of the case are us under: -
1. The industry has submitted CA certificate dated 31.03.2024, with value of gross fixed assets as Rs. 347.37 Crore. The industry has deposited Rs. Rs. 7,20,500/- (including Rs. 3,60,000/- as consent fee under Water Act, 1974, Rs. 3,60,000/- as consent fee under Air Act, 1981 and Rs. 500/- as an application form fee) vide UTR No. UCBAH24088002780 dated 28.03.2024, which it is adequate upto 31.03.2025 under both acts.
2. The industry has also submitted compliance of the conditions of the consent to operate granted under Water (Prevention & Control of Pollution) Act, 1974.
3. The industry has submitted a water analysis report issued by Board’s lab vide letter endst No. 1259-61 dated 10/04/2024, which reveals that analyzed parameters i.e. pH=7.9, COD=120 mg/l, BOD=18 mg/l, TSS=22 mg/l, TDS= 880 mg/l and O&G=4.8 are within limits as prescribed by the Board.
4. The industry has submitted air emission analysis report issued by Board’s lab vide letter endst No. 1215-17 dated 09/04/2024, which reveals that analyzed parameters i.e. PM (Boiler @ 50 TPH) = 110 mg/Nm3 and PM (Boiler @ 120 TPH) = 86 mg/Nm3 are found within limits as prescribed by the Board.
The industry was already visited on 02/04/2024 and it was observed as under:
1. The industry was in operation at the time of visit.
2. The industry has installed ETP comprising Oil & Grease Trap 1&2 – Chemical Dozing Tank – Equalization Tank 1&2 – Primary Clarifier – Anaerobic Reactor – Chemical Dozing Tank 1&2 – Tube Settler – Aeration Tank 1&2 – Secondary Clarifier – MGF – ACF – Outlet.
3. The industry has installed electromagnetic flow meter at the outlet of the ETP and reading on flow meter was noted i.e., 65913.3 m3. The industry has also installed OCEMS at the final outlet of ETP reading of the same was noted i.e. pH 7.1, COD 96.4 mg/l, TSS 2.8 mg/l and BOD 15.6 mg/l. OCEMS installed by the industry is also connected with online server of the Board.
4. The industry was stabilizing the aeration tanks for maintaining bio mass as observed during visit.
5. The industry has developed plantation area in approx. 23 acres and eucalyptus trees has been grown in area with karnal technology, treated effluent after ETP was being discharged onto land for plantation.
6. The industry has also maintain the record of stock of the molasses being generated from its process as by product.
As observed during visit the industry was complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974.
Keeping in view of above, it is recommended that the renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry up to 31.03.2025 with suitable conditions. |
