It is observed that
1. The industry at the time of grant of Consent to establish for expansion of unit has applied with existing assets of 1201.32 lacs and expansion cost of Rs 300 lacs. Means total cost of project as about 15 crores after expansion. However, as per present, application total cost after expansion is 845.86 lac. The industry has attributed this reduction, to shift of some of its machinery to its other unit and reduction in actual cost of expansion project. But industry contentions and shifting of existing machinery to its other unit are required to be authenticated by its CA.
2. At the time of grant of Consent to establish for expansion, a condition was imposed that the industry shall obtain permission from Petroleum and Explosives Safety Organization (PESO) for storage, transportation and handling of methanol and bio diesel. However, no compliance is submitted by the industry.
3. The industry has submitted a CLU for its land for an area of 1.70 acres. Whereas, in present consent application for varied consent, land area is mentioned as 10,000 sqm. The industry has not submitted document to prove that remaining land for which CLU not submitted confirms to PPCB guidelines.
4. The industry has applied these varied consents for bio fuels as its product in expansion project. It is required to submit documents that project doesn't attract provisions of EIA Notification 2006 or exemption from competent Authority for these products.
