• The visiting officer reported that the industry was not in operation. Saila plant not operated for last 4 years and only steamed rice is manufactured. ETP kept under stabilization mode. Plantation developed in 04 acres land area. Oil & Grease Traps followed by filter media tanks and collection tank provided for the effluent generated from the solvent plant with provision to re-circulate the water in the cooling tower water tank………….
• A clarification was raised by Worthy CEE(B) that:- 1. If the industry is not operating its parboiled section for last two years then why it was not got sealed earlier. 2. How visiting officer has commented that the ETP is in operational condition when it has not been operated for last 4 years. Please comment………..
• The Regional Office has submitted its reply vide note dated 02.05.2024, wherein it has been submitted that the industry was having valid CTOs for production of saila rice upto 31.03.2024 and as all the components as well as connecting pipelines of ETP were found intact along-with operational condition of mechanical equipment’s, it was reported that the ETP is in operational condition……………
• In view of the above, if approved:-…………..
A. ‘Consent to operate’ under the Water Act, 1974 be granted to the industry for a period upto 31.03.2029 for operation of steamed rice only @ 4 TPH or raw rice @ 5 TPH and rice brain oil @ 1 TPH, subject to the following special conditions that:-…………….
1. The industry will not operate its parboiling unit without prior written permission of the Board………….
2. The industry will not undergo any expansion w.r.t. production capacity/land area without prior written permission of the Board…………….
B. Directions be issued u/s 33-A of the Water Act, 1974 not to operate the saila plant without prior 'consent to operate' of the Board and the Regional Office be directed to seal the parboiling unit/pipelines carrying the water supply to avoid the production of parboiled rice………………
