RO has reported that earlier, the hospital was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2023/23763931 dated 09/10/2023 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2023/23763951 dated 09/10/2023 which are valid up to 31/03/2024 (for 124 Beds). Now, the hospital has applied for renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 along with Analysis Report of effluent from private lab and Compliance report of previous granted consents. The hospital has already submitted Rs. 50,500/- vide UTR. No. 000133763689 dtd 24/03/2023 (including Rs. 500/- as an Application form fee) as Consent fee under Air Act, 1981. Rs. 500/- vide UTR No. 000146814765 dated 15.04.2024 as application form fee. Rs. 1000/- vide UTR No. 000146814476 dated 15.04.2024 as penalty under Air Act, 1981, Rs. 50,000/- vide UTR. No. 000133764155 dtd 24/03/2023 as Consent fee under Water Act, 1974. Rs. 1000/- vide UTR No. 000146814738 dated 15.04.2024 as penalty under Water Act, 1974, adequate upto 31.03.2028 under both Acts. The Hospital was visited by officer of this office on 06/05/2024 and observed as under: - 1. The Hospital comprising of 124 beds and is engaged in providing medical health services. 2. The Hospital has installed an STP to treat the domestic effluent, which was in operation at the time of visit and discharge after STP is into sewer.
3. The hospital has installed water treatment equipment in Laboratory and Operation Theatre with the help of Sodium Hypochlorite Solution. 4. The hospital has maintained the record of treated effluent discharge. 5. The hospital has installed 02 no. D.G. set of capacity 500 KVA each, which are fitted with canopy and stack of adequate height. It is further intimated that the hospital is complying with the conditions of consents granted earlier under Water Act, 1974 and Air Act, 1981. The hospital is having bed capacity @ 124 beds and competency to decide the case lies with Senior Environmental Engineer of the Board.
RO has recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hospital up to 31/03/2028 with suitable terms & conditions along with special condition that the hospital will the HCF will submit the waste water analysis report to the Board, within 02 months, where STP at terminal end is installed.
EE ZO has observed that last three consents have been granted with the special condition that the HCF shall submit effluent analysis report from Board's lab within 02-months, but till date no report has been submitted by HCF as well as RO.
Therefore, keeping in view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hospital up to 31/12/2024 with suitable terms & conditions along with special condition that the hospital will submit the waste water analysis report to the Board, within 01 month.
