• Application applied for obtaining varied CTOs by adding new boiler of capacity 6 TPH, New dryer of capacity 32 ton and additional land area measuring 21 kanals 07 marlas to make total premises of 70 kanals 07 marlas…………...
• The DTP Faridkot vide memo no. 1130DTP(FDK)/MISC-25(Moga) dated 05.08.2021 has intimated that the land area of 70 kanal 07 marlas falls in the industrial zone of the notified Master Plan, Baghapurana……………
• The visiting officer reported that the industry was in operation for production of steamed rice. ETP installed, which was under stabilization. Plantation developed in an area of 06 acres. Condition of which was found good. Separate twin cyclones provided as APCD with the boilers of capacity 12 TPH & 6 TPH. Cyclones provided with paddy cleaner as well as shelling section. The site is suitable for expansion as the site falls in the industrial zone as per the report of DTP.
• A clarification was raised by Worthy CEE(B) that:- 1. The date of ETP monitoring and its results. 2. Total plantation area available for discharge of its treated effluent with documentary evidence of available land and its adequacy. 3. How the new boiler of 6 TPH and dryer has been commissioned without CTE of the Board. 4. Whether, the effluent quantity will not increase with the increase in production and how Board will ensure that the industry will not produce parboiled rice with the increased raw material and production capacities. 5. Is the DTP certificate dated 05.08.2021 regarding land use still hold good. 6. When the APCD was monitored last and its results. 7. The details of fly ash disposal arrangements made by the industry not reported.
• The Regional Office vide note dated 06.05.2024 has reported that the ETP of the industry was monitored by the Board on 22.05.2019 during which it failed to achieve the effluent standards. Thereafter, the industry got is effluent samples monitored on 11.12.2020 from M/s Eco Laboratories & Consultants Pvt. Ltd., Mohali. Thereafter, the industry was visited 17.02.2021 & 19.11.2022, however saila plant was not in operation…….Plantation developed by the industry for its discharge in an area of 22 kanals 14 marlas , which is adequate to handle effluent @ 150 KLD………… A self declaration submitted by Sh. Kewal Krishan, Director that 21 kanals land adjoining (belonging to the industry) added in the industrial premises in 2024, however classification obtained from DTP in the year 2021, for which varied CTOs applied………….. The DTP certificate issued on 05.08.2021 and the master plan of Baghapurana has been notified in the year 2016 upto 2031………. Lastly, the emission sample was collected on 17.11.2021 from the stack of the boiler and from the paddy pre-cleaner and the emission sample were within the permissible limits………Room type enclosures of size 40'x40'x10' provided for temporary storage of fuel ash, which is thereafter lifted to nearby farmers…………
• As the industry is not operating it parboiling plant, if approved, CTO under the Air Act, 1981 be granted to the industry for a period upto 31.03.2028/adequacy of consent fees for production of Steamed Rice @ 6 TPH and Steamed Rice / Raw Rice @ 6 TPH, subject to the following special conditions that:-…………….
1. The industry will comply with the code of practice as notified by the Govt. of Punjab, Department of Science, Technology and Environment vide endst. no. 10/48/2004-STE(4)/932 dt. 15.10.2013………..
2. This consent has been granted in supersession to the consent granted to the industry vide no. CTOA/Varied/MOG/2021/15165495 dated 20.04.2021, valid upto 31.03.2025………..
3. The industry will not operate its parboiling unit without obtaining consents to operate under the Water Act, 1974 & Air Act, 1981 of the Board………….
4. The industry will not undergo any expansion w.r.t. production capacity/land area without prior written permission of the Board…………….
