File Note: • It is intimated that the project proponent is a medium scale red category CETP. • Earlier, the project proponent was granted Consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 vide no. CTOW/Renewal/JAL2/2023/21249796 dated 06.03.2023, valid upto 31.03.2024. • Thereafter, the project proponent was granted consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 upto 12.03.2025 through auto renewal module. • The PETS has submitted a proposal for up-gradation of the existing CETP as the existing structure and instrumentation is very old. • The PETS was granted consent to establish (NOC) for up-gradation project vide Board’s letter no. 5386 dated 20.09.2019 with special conditions mentioned therein. • The PP has proposed to install self-cleaning mechanical screen, raw effluent sump, pre settler, drum screen, odour control equalization tank, chemical dosing system, primary clarifier, anoxic tank, aeration tank, secondary clarifier, multigrade filter, sludge dewatering system. The total estimated investment will be Rs. 28.94 crore out of which the Govt. of India will contribute 70% i.e. Rs. 20.26 crore under Indian Footwear and Leather Development Programme. • The Central Leather Research Institute is the appraisal agency for appraisal of the DPR and for final submission to DPIIT, Ministry of Commerce, Government of India. The CLRI has appraised the project report and has submitted it to DPIIT. • NOC from PPCB is required for final approval of the project by DPIIT. • Now, the project proponent has applied for consent to establish (NOC) expansion under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 with requisite documents. • The PETS has submitted a request letter mentioning that:- “It is informed that PPCB granted requisite NOC for the up-gradation of 5 MLD CETP vide Zonal Office letter No. 5386 dated 20.09.2019 which was valid for one year. Further, it is added here that at first instance our DPR was approved by the DPIIT, Govt. of India, New Delhi vided letter dated 20.03.2020. But the funds were not released for want of active participation of industry stake holders and we were advised to hold SPV's elections to form Executive Body to participate in the implementation of the up-garadation project of the CETP. Accordingly, election of the SPV-M/s Punjab Effluent Treatment Society for Tanneries, Leather Complex, Jalandhar was conducted in the month of July, 2023 and the elected body was notified by the Director of Industries & Commerce, Punjab-cum-Chairman, PETS for Tanneries vide letter No. Tech./T-4/AGM/PETS/3365-B dated 14.07.2023 (copy attached). On account of escalation in prices which was prevailed in 2020 and further re-notification of the IFLDP-STEP Scheme, revised DPR was prepared and submitted for appraisal to the appraising Agency i.e. CLRI, Chennai. The appraising Agency has since accorded appraisal on the DPR and has recommended to the DPIIT, New Delhi for final approval on 19.02.2024. The total project cost of CETP upgradation appraised and recommended to DPIIT is Rs. 28.94 crores. We, therefore, request you to please grant fresh NOC to implement the upgradation project of CETP. As regards, Air CTO under the Act, it is informed that the SPV has since got the Hot Line power supplies (24X7) and with the result there is no need of DG set at CETP”. • The CETP is currently being monitored every month and it is achieving parameters after dilution with treated effluent of STP Peer Daad 50 MLD. The up-gradation project is for updation of the ageing infrastructure of the CETP. The CETP will achieve parameters after dilution with STP Peer Daad 50 MLD after up-gradation also as in the current setup. The upgraded project is likely to be commissioned by December, 2025. Keeping the above in view, it is recommended that CTE for up-gradation of the CETP may be granted with special condition that (Competency - Chief Environmental Engineer, PBIP)
