The following were present: On behalf of Punjab Pollution Control Board Er. Samita, Environmental Engineer, Zonal Office-2, Ludhiana On behalf of the industry Sh. Vimal Kumar, Proprietor Environmental Engineer, Zonal Office-2, Ludhiana brought out that earlier, directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 were issued to PSPCL Authorities for disconnection of the electricity connection as the industry did not submit the requisite documents. The PSPCL Authorities has disconnected power supply to the industry vide TDCO No. 29/274 dated 24.01.2024. Now, the industry has applied for varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for Dyeing of Polyester Cloth @ 11500 Kgs/day alongwith discharge of trade effluent @ 165 KLD & domestic effluent @ 0.8 KLD into CETP 50 MLD. The Punjab Dyers Association has provided list of industries which have not yet got their shares DEMAT till date and as per this list, shares of M/s Narang Sons International has not been done DEMAT. Thus, the share of the industry has not been done DEMAT. Further, the industry is not maintaining record regarding ground water extraction, water discharged into CETP 50 MLD and has not submitted specifications of machines from authorized supplier. The case was examined and it was observed that the industry has not submitted requisite documents as desired. Show cause notice for refusal of consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 was issued to the industry with an opportunity of personal hearing before Senior Environment Engineer, Zonal Office-2, Ludhiana on 26.04.2024. Sh. Vimal Kumar, Proprietor of the industry attended the hearing. He stated that the DEMAT of shares has not been done yet and also has not applied for consent to operate. He informed that they have already paid all share amount to the PDA and now disposal of industry connected with PDA sewer. The industry is paying monthly bills. After hearing, the proprietor of the industry and officers of the Board, the Senior Environmental Engineer of the Board decided as under:- 1. The industry shall submit a certificate from Company Secretary regarding de-materialization of its shares, within 07 days. 2. Environmental Engineer, Regional Office- 3, Ludhiana shall verify the contentions of the industry and submit the report alongwith recommendations, within 07 days.
