It is intimated that earlier, the subject cited industry has granted Consent to Operate from the Board under Water (Prevention & Control of Pollution) Act, 1974 vide No. CTOW/Varied/TRT/2023/22955459 on 07/08/2023 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/TRT/2023/22955454 on 07/08/2023 under orange category, for production of Raw Rice @ 32 MTD (by product Rice Bran 3.40 MT/Day, Rice Husk @ 10 MT/Day) by using Paddy @ 48 MT/Day as Raw Material, which is valid up to 30/09/2032.
Now, the industry has applied for obtaining NOC for expansion under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 under orange category for expansion in the production of the steamed plant/rice sheller unit at the site of rice sheller for manufacturing of Steamed Rice/Raw Rice/Sorted Rice @ 48 MTD (by product Rice Bran 4 MT/Day, Rice Husk @ 20 MT/Day) by installing 02 no dryers with paddy pre-cleaner section, one no. sortex machine and one no. boiler of capacity 08 TPH in which rice husk to be used as fuel.
The detail of the case are as under:-
1. The industry has submitted project report, wherein it has been shown proposed expansion in the plant and machinery head of Rs. 120.0 Lakh. It has deposited Rs. Rs 8400/- vide UTR No. N352232789949048 dated 18/12/2023 as NOC fee and Rs. 500/- vide UTR No. N352232789954475 dated 18/12/2023 as an application form fee.
2. The project proponent has submitted feasibility report, wherein cyclone has been proposed as APCD for the boiler of capacity 8 TPH and cyclones have been proposed as APCD for shelling section and paddy cleaner section separately. The feasibility report is principally adequate.
3. The project proponent has submitted letter no. 1265 dated 31/08/2020 from DTP, Amritsar, wherein it has been mentioned that following information regarding sitting guidelines has been mentioned :-
a. The site does not fall under any Focal Point or designated industrial zone.
b. The site falls in the agricultural land use zone of Goindwal Sahib, as per Master Plan, Goindwal Sahib (2010-2031) and Rice Sheller is allowed in the agricultural land use zone as per unified zoning regulations, 2018.
c. The site falls approx. 15 Km outside the limits of MC, Tarn Taran.
As per order, Govt. of Punjab Science & Technology and Environment dated 15/01/2013, all the rice mix / saila plants located outside MC Limits of the town and city and in the designated areas within the cities established without NOC of Punjab Pollution Control Board will be allowed to expand / modernize within their existing premises, if pollution load of the existing unit has been effectively taken care of by the industry and no specific approval of District Town Planner will be required. In this case the rice sheller has not proposed to increase its production capacity and only proposed to install 02 no. dryers with boiler.
In view of the above, the site of industry is not lies within limits of any local body and it has proposed suitable air pollution control devices during the operation of boiler and dryer section, it is therefore recommended that consent to establish (NOC for expansion) under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for one year period for expansion/installation of 02 no dryers, one no. sortex machine and one no. boiler of capacity 08 TPH for existing capacity of Raw/Steamed Rice/Sorted Rice @ 48 MT/Day (by product Rice Bran 4 MT/Day, Rice Husk @ 20 MT/Day) along with cyclone as APCD by using Paddy @ 72 MT/Day as raw material, subject to suitable conditions and specific as under:-
1. NOC expansion is valid for only carrying out expansion in the existing machinery within the existing premises and the industry shall not carry out expansion in the land area without prior permission of the Board.
2. The industry is liable to change/update Air Pollution Control Devices as an when asked by the Board.
3. The industry shall submit rice production capacity certificate from concerned department/agencies before applying for consent to operate under Water Act, 1974 and Air Act, 1981.
4. The industry shall always comply with code of practice as framed in the policy dated 15.10.2013 for rice sheller units.
