The industry was granted CTO under Water Act, 1974 dated 18.11.2005 valid upto 17.11.2006 and under Air Act, 1981 dated 18.11.2005 valid upto 17.11.2006……………………….
Further, the industry was earlier visited on 02.02.2024 and observed that the industry was violating the provisions of Water Act, 1974 and Air Act, 1981. The report of the same was sent to the Competent Authority………………………………..
Accordingly, direction u/s 33-A of the Water Act, 1974 and u/s 31-A of the Air Act, 1981 were issued against the industry for its closure and the PSPCL authorities were also directed to disconnect the electric supply of the industry. Accordingly, the electric supply of the industry has been disconnected by the PSPCL authorities vide TDCO no. 29/2010 dated 29.04.2024………………………………..
Now, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents for plastic dana @ 0.24 TPD as raw material under small scale orange category.
The industry has deposited consent fee, which is adequate upto 31.10.2025……………………..
Now, the industry was visited by the AEE of RO on 30.04.2024 and it was observed as under :-
1. The industry is engaged in manufacturing of recycled plastic granules from waste plastic and was not in operation due to disconnection of electric supply.
2. The industry has installed one extruder, one mixer, one grinder.
3. The industry has closed the washing process.
4. The industry has provided wet scrubber as APCD with the extruder.
5. No D.G set has been installed.
6. The industry has submitted copy of electricity bill, as per which, date of commencement is 04.01.2005. 7. Domestic effluent is discharge into septic tank followed by plantation.
8. The industry has submitted letter issued by DTP, Ludhiana vide no. 1015 DTP (L) M2C dated 25.04.2024, as per which, the site falls in residential zone. The Department of Housing and Urban Development vide its notification no. 08/05/2023-441/2208 dated 06.10.2023 has allowed the existing industries lying in residential zone (within & outside MC) of Master Plan, Ludhiana for further 03 years i.e. from 11.09.2023 to 10.09.2026.
As proposed by Regional Office, if approved:
1. Consent to operate under the Air Act, 1981 may be granted to industry for six months with the suitable conditions and special condition as under: -
a. The industry shall get registered on centralized portal developed by the CPCB as per EPR guidelines within 01 month.
b. The industry shall shift its unit to the designated industrial area as per the provisions laid down under the notified Master Plan of Ludhiana or when asked by the Government/ Punjab Pollution Control Board.
2. Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 may be issued to the PSPCL authorities to restore the electric connection of the industry temporarily for the period of six months.
