Sir, the industry is a Small Scale, Red Category unit and is engaged in the manufacturing of wheel spanners. Earlier directions u/s 33-A of the Water Act, 1974 were confirmed vide Board’s letter no.2086-87 dated 09.04.2024 and PSPCL Authorities were directed to disconnect the power supply available to the industry ( M/s R.S Steel, Village Tibba, Sahnewal, Ludhiana) vide Board’s letter no. 2082-85 dated 09.04.2024.
Now, the industry has applied fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 in the name of M/s R S Tools, Near Gurudwara Somasar, Village Tibba, Ludhiana for manufacturing of Steel spanner @ 1.2 TPD using steel round & bars @ 2 TPD as raw material alongwith requisite document and fee.
The site of the industry was visited by RO on 06.05.2024 and it was reported as under:- 1. The industry was not in operation. The electric connection of the industry has been disconnected by the PSPCL Authorities vide TDCO no. 1812 dated 26.04.2024 and electric connection of the industry was lying disconnected from the pole. 2. During visit, it was observed that industry is engaged in the process of manufacturing steel spanners. 3. The manufacturing process involves: Raw material - Steel Rod - Cutting D-Scaling Forging Machining Ready for dispatch. 4. It has installed Total 6 screw forging power presses, out of which 2 No. = 50 Ton capacity each. 4 No. = 100 Ton capacity each alongwith 18 Electric heaters. 5. It has installed total 8 power presses. Out of which 1 no. = 10 ton capacity, 1 no. = 25 Ton Capacity, 1 no. = 75 ton Capacity, 3 no. = 50 ton capacity each , 1 no. = 30 Ton Capacity, 1 no. =100 Ton capacity. 6. It has installed 1 shot blast machine with bag filters as under APCD alongwith adequate stack height. 7. It has installed 1 powder coating booth with powder recovery unit alongwith adequate stack height and 01 electric oven. 8. It has made an agreement with M/s JBR Technology Pvt. Ltd., Unit no. II, Village Mangarh, Macchiwara Road, Ludhiana on 30.04.2024 @ 2000 Ltr/M. 9. It has provided water meter for consumption of fresh water in process area and reading of the same was 0.38 KL. 10. It has provided 2 PVC effluent storage tank of capacity 5000 Ltr each. 11. It has provided septic tank to treat the domestic effluent. The treated domestic effluent is discharged onto land for gardening/plantation and approx.1 canal area has been provided for gardening/plantation. 12. It has installed a DG set of 82 KVA with canopy and adequate stack height. 13. The industry has submitted approved building plan from architect approved by Director of Factories, Punjab. 14. The industry has submitted the Copy of CLU issued by STP Ludhiana vide his office letter no. 770 STP(L)/TW-12A dated 03.03.2016 vide which the site of the industry falls in industrial zone as per Master Plan, Ludhiana (2007-31). 15. As per CA certificate submitted by the industry the value of total fixed assets is Rs. 153.89 Lacs as on 31.03.2023. 16. As per consent applicable form/PSPCL Bill the electric connection of the industry released to the industry in October, 2016. 17. The consent fee deposited by the industry is adequate upto 01.10.2028.
In view of the above, it is recommended as under:-
1. The consent to operate under Water (Prevention and Control of Pollution) Act, 1974 may be granted to the industry for six months.
2. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 may be issued for restoration of electric connection of the industry temporally for six months in the name of M/s R.S Tools, Near Gurudwara Somasar, Village Tibba, Ludhiana.
