• The project proponent has submitted approved layout plan from Municipal
Town Planner, Bathinda for an area of 30191.96 sqm (7.46 acres) to be read with license no. 01/2024 dated 05.03.2024……..………
• Proposal submitted for installation of STP of capacity 280 KLD for treatment of domestic effluent considering 15 persons/plot……..……
• Disposal of the treated domestic effluent onto land for onto land for plantation/ gardening in an area of 0.37 acres and and to be reutilized for flushing purposes by providing dual plumbing line and the remaining effluent (265 KLD) to be discharged into MC sewer. The permission obtained from MC, Bathinda vide their office letter no. 352 dated 19.04.2024 mentioning that the MC, Bathinda has not objection to dispose of the effluent into existing MC sewerline..………..….
• It has been reported that total built up area of the colony is less than 1,50,000 sq. meter and as such the project is not covered under the purview of EIA notification dated 14.09.2006…..……….
• The visiting officer has reported that the site was visited on 26.04.2024 and it was observed that the construction of boundary wall was in progress. There is no MAH unit within 250 mtrs radius of the proposed residential colony and there is no air polluting industry is located within 100 meter radius of the proposed residential colony……..……
• In view of above, if approved, consent to establish NOC) may be granted to the project proponent under the Water Act, 1974 & Air Act, 1981 for development in an area of 30191.96 sqm (7.46 acres) for 172 residential plots at Partap Nagar, Bathinda, subject to the following special conditions that:-…..…..…..
1. The Consent to Establish (NOC) is being granted for the development of the residential colony in an area of 30191.96 sqm (7.46 acres) for 172 residential plots at Partap Nagar, Bathinda and in case any of the documents submitted by the project proponent are found forged/incorrect, the consent to establish granted to the project would be deemed to have been cancelled and the Board would not be responsible for the cost incurred by the project proponent in the matter…..…….…
2. The project proponent will not alter / change / expand its approved layout plan without prior permission from the Board and the built-up area under the project shall not exceed 1,50,000 sq.mtr………..….
3. The project proponent shall be bound to obtain Environmental Clearance from the concerned authorities in case the built-up exceeds 1,50,000 sq.mtr……....
4. The project proponent will install the STP of adequate capacity alongwith adequate disposal arrangement well before the commissioning of the project…..……..
5. The project proponent will not use any fresh water in the green area/ plantation developed inside the project premises and will make adequate arrangements to reuse the treated effluent for flushing purposes by providing dual plumbing line and / or for watering of green areas in the project premises and only the excess effluent will be discharged into MC sewer as per the permission obtained by the project proponent from MC, Bathinda vide their office letter no. 352 dated 19.04.2024……..…….
6. The project proponent will ensure that the municipal solid waste generated from its colony is handled in an environmentally sound manner and the Bio degradable solid waste shall be managed through in-house treatment, in compliance to the Solid Waste Management Rules, 2016………..…….
7. The project proponent shall also develop the vermicomposting/composting to manage the biodegradable solid waste and shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies………….
8. The project proponent shall perform / promote its Corporate Environment Responsibility (CER) activities as well as use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic…….…….
9. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises….………...
10. This consent to establish is issued from pollution angle and the project proponent shall obtain the statutory clearances / permissions from the other concerned departments, as required…….………
