File Note:  The industry is a small scale orange category unit.  The industry was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 valid upto 30.06.2028 for manufacturing of Shoe soles @ 5000 nos/day by using Raw and synthetic Rubber, EVA,PVC, TPR Granules Etc. @ 2 MT/day as raw material.  Earlier, the industry was visited surprisingly by the officers of this office on 26.10.2023 and it was observed as under:- 1. The industry was in operation during visit. The industry is engaged in the process of manufacturing of shoes sole and chapels using raw and synthetic rubber, EVA, PVC, TPR granules as raw material. 2. The industry has installed one thermopac of capacity 4 lac k/cal with dust collector followed by double stage alkali wet scrubber as APCD and the same was not in operation. 3. The industry has also installed 2nd thermopac of capacity 15 lac k/cal with twin cyclone followed by double stage alkali wet scrubber as APCD and the same was in operation. Pet coke was using as fuel in its thermopac during visit. 4. The team observed that the industry was not doing proper chemical dozing in the alkali wet scrubber recirculation tank, resultant the pH level of the scrubbing water was noted in the pH meter 3.3 against required range 10-12. The industry has also provided SO2 meter with the common stack showing reading 25 ppm, which is required to be calibrated. Moreover, ducting providing with the twin cyclone to alkali wet scrubber was found in rusting condition due to poor maintenance of the thermopac section and lot of emission was found emitting/bypassing at that point. Also the industry has provided electromagnetic water flow meter with the recirculation pipeline (line feeding to alkali wet scrubber) and same was found out of order. As such it is clear the industry is not complying with the guidelines to use the pet coke in boiler furnace at site. 5. The industry has not provided adequate sampling arrangements with the common stack i.e ladder and platform, so that during air emission samples of the industry could not be collected. 6. The industry is also in the process to install new machinery i.e injection moulding machine at site without obtaining prior NOC of the Board.  Thereafter, the industry was given personal hearing before the Senior Environmental Engineer, Zonal office, Jalandhar on 29.11.2023 for revocation of consent under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981. Wherein it was decided as under:- 1. The industry shall install proper and safe sampling arrangement with its stack within 15-days. 2. The industry shall operate its APCD properly & regularly to achieve the prescribed standards of the Board and shall comply with code of practices / guidelines framed for utilization of pet coke. 3. The consent to operate under the Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 be revoked. 4. The industry shall apply for varied consent to operate under the Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 with corrected production detail within 10-days. 5. The Regional Office-1, Jalandhar shall visit industry after 15-days, verify the contentions of the industry and compliance made by the industry, collect samples and submit complete report within 15-days.  In compliance of the hearing the industry was visited by officers of this office on 12.03.2024 and it was observed the industry was in operation. During visit the air emission sample was collected and sent to Boards lab for analysis. As per analysis report received from Zonal Lab, Jalandhar the particulate matter is 344 mg/Nm3 at 12% Co2 and Sulphur Dioxide is 445 mg/Nm3, which is found beyond the prescribed limits of the Board.  Thereafter, the consent apply by the industry under Air (Prevention and Control of Pollution) Act, 1981 was refused on 09.04.2024 due to above said reason.  Now, the industry has applied for varied consent under Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board for manufacturing of Shoe soles @ 15000 nos/day and Shoe @ 2500 nos/day by using Raw and synthetic Rubber, EVA, PVC, TPR Granules Etc. @ 10 MT/day and Febric @ 2 MT/Day as raw material, detail of the same is as under:- 1. The industry has deposited Rs. 72000/- vide UTR.N. N136232462749282 dated 16.05.2023 Rs. 36000/- vide UTR No. N076242938018043 dated 16.03.2024 under Air Act, 1981 and Rs. 2200/- vide UTR No. N136232462749282 dated 16.05.2023 as NOC regularization fee against the fixed assets of Rs. 673.69 lacs, which are adequate upo 30.09.2028. 2. The industry was submitted area classification issued by DTP Jalandhar vide their letter no. 1611 dated 04.09.2012 as per certificate the site of the industry falls in General Industrial Zone as per Master Plan 2009-2031. 3. The industry has submitted approved building plan from Competent person under Director of Factories act, Punjab.  The industry was already visited by officers of this office on 25.04.2024 and observed that : 1. The industry has installed 02 no. boiler thermo pack of capacity 400000 K/cal and 1500000 K/Cal with Cyclone Separator, Water Scrubber, 2 Stage Alkali Scrubber as APCD. Pet coke is using as fuel. 2. During visit, the air emission sample was collected and sent to Boards lab for analysis. As per analysis report received from Zonal Lab, Jalandhar the particulate matter is 51 mg/Nm3 at 12% Co2 and Sulphur Dioxide is 373 mg/Nm3, which is found within the prescribed limits of the Board. 3. The industry has also installed 1 no. DG set of capacity 125 KVA with canopy at site. 4. The industry has also installed 03 no. injection molding machines and 5 No. moulds machines at site. 5. The industry is now complying with the provisions of Air (Prevention & Control of Pollution) Act, 1981. The industry is a small scale orange category unit and competency to decide the such cases lies with Senior Environmental Engineer, Zonal office, Jalandhar. Recommendation:- Keeping In view of above, it is recommended that varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2028 with suitable conditions as per policy of the Board.
