File Note: It is submitted that as per policy of the Board industry is Medium Scale, Red category unit. Earlier, the industry has obtained Consent to Establish (NOC) from pollution angle under Red Category / Medium Scale vide no. CTE/Fresh/LDH2/2021/15001631 dated 03.05.2021 with expiry date 02.05.2022 for manufacturing of Dyed Woollen/Cotton Yarn & All Types of Dyed Yarn/Fabric @ 7 MTD using Bio-Mass Pellets as fuel in its Boiler. The above said NOC was extended for one year vide No. CTE/Ext/LDH2/ 2022/ 18551626 dated 25.05.2022 with expiry date 24.05.2023. The NOC was further extended vide No. CTE/Ext/LDH2/2023/22038289 Dated 28/06/2023 with expiry date 24/05/2024. Thereafter, industry was applied for NOC for addition of fuel Pet coke and Rice Husk in addition to the Bio-Mass Pellets @ 8 TPD for which previous NOC was obtained viz-a-viz extended and same was issued vide No. CTE/Fresh/LDH2/2024/24574956 dated 31.01.2024 valid upto 24.05.2024. Now, the industry has applied for fresh consent to operate for obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 alongwith required documents & fee for manufacturing of Dyed Woollen/Cotton Yarn & all Types of Dyed Yarn/Fabric @ 3.5 Ton/Day avg. production (with Licensed & Installed Production Capacity @ 7.0 MTD) using Woollen/Cotton Yarn/Fabric & all Types of Yarn/Fabric 3.6 Metric Tonnes/Day and Chemicals 1 Metric Tonnes/Day as Raw Material. The industry was visited by the undersigned (AEE) on 03.05.2024 and observed as under: - 1. The industry has not commissioned yet. 2. The industry has constructed industrial shed for dyeing purpose and it has installed 6 Cone dyeing machines of various capacities such as 1 No. 25 Kg, 1 No. 10 Kg, 1 No. 100 Kg, 1 No. 250 Kg. 1 No. 600 Kg and 1 No. 800 Kg respectively, RF Drier and other allied machinery. 3. It has installed ETP of capacity @ 500 KLD based on physic-chemical followed by biological treatment. The ETP is consisting of Collection-cum-Equalization tank-I and II, Cooling Tower, Aeration Tank, Primary Clarifier, Chemical Mixing Channel, Secondary Clarifier and Sludge De-Watering Press. 4. It has submitted the completion certificate of ETP from M/S WaterXpert Technologies Incorporation, Andipalayam, Tirupur and Dimensional Drawing of ETP. 5. During visit culture was being developed in aeration tank of ETP. 6. It has installed STP consisting of Collection Tank Primary settling Tank  Biological TankSecondary Settling Tank Pre filtration Tank Sand Filter  Carbon Filter Discharge. 7. It has installed 1 submersible pump in its premises. EMF meter has been installed at the inlet of overhead Tank and reading of the same was 00000 M3. 8. It has installed the EMF meter at the inlet to DM Plant for Dyeing section and reading of the same was 00000 M3. 9. It has also installed EMF meter at the final outlet of ETP and reading of the same was 00000 M3. 10. The industry has developed about 7.64 Acres of plantation area to dispose off the treated trade and domestic effluent. 11. It has installed a boiler of Thermax made (Model CPFD-60/10.54) of capacity 6 Ton/hr. Industry proposes to use Petcoke @ 6 TPD (or) Biomass Pellets @ 8 TPD (or) Rice Husk @ 10 TPD as fuel in its Boiler. As per undertaking submitted by the industry it will use either of these 3 fuels based on the economic-operational viability and fuel availability from time to time. 12. The industry has installed cylomax as APCD followed by double stage alkali scrubber with its boiler alongwith stack of adequate height and sampling arrangements. 13. It has submitted the completion certificate of APCD from M/S Ravindra Engineers & Consultants, Lakhowal Road, Kohara, Ludhiana and dimensional drawing of APCD. 14. It has installed SO2 Meter, pH meter and Pressure Gauge with its APCD. 15. It has installed 3 D.G.Sets of capacity 600 KVA, 320 KVA and 60 KVA with canopies and adequate stack heights. 16. It has provided the Hazardous Waste Storage room of size 14(L)’*10(W)’*10’(H). 17. It has made an agreement for Cat.No. 35.3, 33.1 and 5.1 with CTSDF and authorized re-processors. 18. It has submitted the approved Building Plan duly approved by Director of Factories; Punjab vide his office letter No. 231175525 dated 14.11.2023. 19. The fixed assets of the industry is Rs. 32,15,93,732/-. out of which the cost of Plant and machinery is Rs. 9,36,61,561/- as on 15.03.2024. 20. The industry has deposited Rs. 3,18,000/- vide R.No. 404914041 Dt. 20.03.2024 under Water Act, 1974. Rs. 3,18,000/- vide R.No. 95468498 Dt. 20.03.2024 under Air Act, 1981 and Rs. 28,800/- vide R.No.95468498 Dt.25.04.2024 as NOC fees and Rs. 7700/- vide R.NO. 99493742 dated 06.05.2024 as balance NOC fee of Rs. 7200/- + Rs. 500/- form fee. 21. The consent fee deposited by the industry is adequate upto 30.04.2029. 22. The industry is complying with the conditions of the NOC. Keeping in view of the above, it is recommended that consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for one year with usual conditions and with the special condition that the industry shall submit the analysis report of the stack emissions sample of the stack from the Boards Laboratory within 2 months from the commissioning of the industry.
