It is submitted that the subject cited industry is gas station and was consent to operate under the Water Act, 1974 vide no. CTOW/Fresh/PTA/2020/12780144 dated 22-07-2020 and under the Air Act, 1981 vide no. CTOA/Fresh/PTA/2020/12779082 dated 22-07-2020, both are valid upto 31-12-2023 for operating tap of facility for supply of PNG gas under green category subject to conditions as mentioned therein.
Now, the industry has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents. The industry has deposited Rs. 554400/- (Rs. 528000/- as water consent fee & Rs. 26400/- as penalty fee of 25% penalty) vide Receipt No. 998500019 dated 02.05.2024 as consent fee under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 660500/- (Rs. 528000/- as water consent fee, Rs. 26400/- as penalty fee of 25% penalty & Rs. 500/- as application form fee) vide Receipt No. 860173097 dated 02.05.2024 as consent fee under the Air (Prevention & Control of Pollution) Act, 1981. The consent fee deposited by the industry is adequate upto 31.12.2028 against the fixed assets of Rs. 198.63 Crore as per CA certificate dated 21.03.2024 submitted by it. The industry has also deposited Rs. 105600/- vide online receipt no. 860173097 dated 02.05.2024 as NOC regularization fee due to increase in fixed assets.
It is submitted that the value of fixed assets of the unit has increased from Rs. 12.97 crore to 198.63 Cr. In this regard, the project proponent has submitted that "since we have connected CNG Stations, Industrial, Commercial and Domestic customers, sale has increased substantially. Accordingly, Plant & Machinery is set up according to the requirement to supply Natural gas to esteemed customers. Accordingly, Cost occurred related to Plant & machinery is added. There is no change with respect to area of Land. Request to consider the same accordingly. Fees is paid online please".
The industry has also submitted compliance report of consent conditions earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.
Now, the site of the project was visited by AEE of this office on 09.05.2024 and observed that:
1. The unit is tap of facility for receiving gas from transmission pipeline network of GAIL at Khairpur Jattan.
2. From this tap off point, gas will be brought to the City Gate Station (CGS) for reducing pressure before distributing it in various parts of the City.
3. The establishment has installed the requisite machinery including compression system and others control panel.
4. The establishment has installed 1 no. D.G. set of capacity 60 KVA, which is equipped canopy and stack of adequate height.
5. The establishment has provided toilet in the control panel room and has provided septic tank for treatment of the wastewater to be generated from the same.
6. The treated domestic wastewater is being discharged onto land for plantation within the premises.
The industry was found complying with the conditions of the consent to operate granted to it by the Board.
The project proponent has also submitted a copy of building plan approved by the Competent Authority. Moreover, the PP has also submitted a copy of permission obtained from Petroleum & Explosives Safety Organization (PESO) as issued vide no. : G/HO/PB/05/257 & G/HO/PB/06/225(G59871) dated 02.03.2024
In view of above, it is recommended that renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for operation of tap off facility of gas station, may be granted upto 31.12.2028 with suitable conditions as per the policy of the Board.
