File Note: It is submitted that the industry is a small-scale green category unit. Earlier, the industry was granted the "Consent to Establish" (NOC) for an industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2024/24785653 dated 27.01.2024 having validity upto 26.01.2025 for manufacturing of sheet metals components @ 2000000 nos/year by using CRC/HRC Sheets @ 2400 MT/year as raw material with subject to suitable conditions and special conditions mentioned therein. Now, the industry has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Auto Parts @ 1000 Numbers/Day, Tractor Parts @ 6000 Numbers/Day by using CR/HR Sheets/Coils @ 8 MTD as raw material along with requisite documents and fee. The industry has deposited Rs. 54,500/- vide R. No. 777105414 dated 07.05.2024 under Water Act, 1974 including application form fee and Rs. 54,500/- vide R. No. 607213854 dated 07.05.2024 under Air Act, 1981 including application form fee, against the total cost of fixed assets is Rs. 827.82 lacs as on 25.04.2024. The consent fee deposited by the industry are adequate upto 31.03.2029 under both acts. The industry has submitted land classification certificate issued by DTP, SAS Nagar vide its letter no. 1997 dated 29.12.2023, as per which the site falls in industrial zone as per Land Use Plan Lalru and operation of green category industry can be regularized. The industry has submitted a copy of registered lease deed executed on 17.03.2023 between Sh. Tajinder Pal Singh Ahluwalia and Navneet Ahluwalia (First Party) and M/s Ahluwalia Technologies India Pvt. Ltd. (Second Party) for land 16 bigha, which is valid for 20 years as proof of land. The industry has submitted electricity bill as proof of commissioning as per which the date of connection of electricity is 03.01.2024. The industry has submitted approved site plan prepared by Er. Jasvir Singh competent person from Director of Factories, Punjab. The industry was visited by AEE of this office on 09.05.2024 and it was observed as under: 1) The industry was in operation during the visit. 2) The industry is engaged in manufacturing of sheet metal components by installing laser cutting, welding, shearing machines etc. and the unit is an fabrication unit. 3) The industry is generating domestic effluent which will be discharged for irrigation purpose after treatment in STP. 4) The industry has submitted effluent analysis results from outlet of STP collected on dated 01.05.2024 by M/s Enviro Tech Laboratories and results are as under: - pH= 7.8, TSS= 4.5 mg/l, TDS= 1020 mg/l, BOD= 7.8 mg/l, COD= 21.6 mg/l, O&G= BDL mg/l As per analysis results all the parameters are within the prescribed limits of the Board. 5) The industry has installed one no. D.G set of capacity 62.5 KVA, which is equipped with canopy and adequate stack height. The project proponent is complying with the conditions of "Consent to Establish" (NOC) for an industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 earlier granted to it. In view of above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.12.2028 with suitable and special condition that: 1. The industry will operate its STP adequately and efficiently and will maintain daily record regarding operation of the same. 2. The industry shall submit effluent analysis report from Boards lab within one month. 3. The industry shall apply for obtaining authorization under the Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 within one month. 4. The industry shall not carry out any activity in its premise, which can change the category of unit from Green to Orange/Red, without prior permission from PPCB. 5. The project proponent shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 6. The industry shall ensure that the activities of unit does not create any nuisance in the surrounding areas and no public complaints are received. 7. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 8. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
