File Note: It is submitted that the hospital has applied for obtaining consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 (for hospital @ 30 beds and domestic effluent @ 07 KLD) along with Request Letter, Bed Capacity Certificate, Agreement made with CBWTF valid up to 19/04/2024. The hospital has deposited Rs. 22 ,500/- vide UTR/Ref. No. 000144911992 dtd 22/02/2024 under Water Act, 1974 and Rs. 22000/- vide UTR/Ref No. 000144912129 dated 22/02/2024 under Air Act, 1981, which is adequate up to 31/03/2027. 1. The hospital has submitted completion certificate regarding installation of ETP of capacity @ 15 KLD consisting of components Bar Screen – Collection Tank – Primary Clarifier – Aeration Tank – Multigrade Filter - Activated Carbon Filter and Sludge Drying Beds – Outlet. 2. As per submission the hospital has provided 3200 sqft a plantation and gardening area for discharge of treated effluent after ETP. 3. The hospital has submitted CBWTF agreement with M/s Amritsar Envirocare regarding lifting of bio medical waste of 30 no. beds valid upto 19.04.2028 The Hospital was already visited by undersigned on 06/05/2024 and observed as under: - 1. The Hospital comprising of 30 beds and is engaged in providing medical health services. 4. The Hospital has installed ETP cum STP to treat the combined effluent, with outlet onto land for plantation, however same was in operation during visit. ETP cum STP consist of components Bar Screen – Collection Tank – Primary Clarifier – Aeration Tank – Multigrade Filter - Activated Carbon Filter and Sludge Drying Beds – Outlet. The hospital has provided 3200 sqft a plantation and gardening area for discharge of treated effluent after ETP 2. The HCF has provided color coded bins for segregation, collection of Bio-Medical Waste and segregation of Bio-Medical Waste was according to color codes. 3. The HCF has provided needle destroyer for shredding of needles. 4. The HCF is lifting its Bio-Medical Waste to CBMWTF and maintaining the record of the same. 5. The HCF has provided final collection room for storage of bio medical waste generated from its premises. 6. No Bio-Medical Waste found mixed with general waste. 7. The hospital has installed D.G. set of capacity 83.5 KVA, which is fitted with canopy and stack of adequate height. It is further intimated that the hospital is complying with the provisions of Water Act, 1974 and Air Act, 1981. The hospital is having bed capacity of 30 beds and competency to decide the case lies with Environmental Engineer. Keeping in view of above, it is recommended that the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hospital up to 31/03/2027 with suitable terms & conditions along with special conditions that:- 1. The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from an approved lab of the Board within 01month. 2. The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office. 3. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board.
