File Note: It is intimated that directions u/s 33-A of Water Act, 1974 were issued against the industry to PSPCL for electricity disconnection vide no. 5514-17 dated 10.12.2022 due to industry was found violating the provisions of Water Act, 1974 and Hazardous (Waste & Management) Rules, 2016. Thereafter, the industry was granted consent to operate under Water Act, 1974 for short term period upto 09.06.2023 alongwith restoration of electric connection upto that period. The Consent to Operate under Water Act, 1974 was granted to the industry dated 02.08.2023 which was valid upto 01.02.2024 with temporary restoration of electric connection. Thereafter industry applied for renewal consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and the same was returned due to increase in production from Corrugated Box & Sheet @ 25 MTD to Corrugated Boxes and Sheets 70 MT/day. The competent Authority decide that the industry shall apply varied consent to operate. In compliance of the decision of the Competent Authority, the industry has applied for varied Consent to Operate under Water Act, 1974 for manufacturing of Corrugated Boxes & Sheet @ 70 MTD along with request for permanent restoration. The industry was visited by RO on 11.01.2024 and it was reported as under: - 1. The industry was in operation during visit. 2. The industry has installed ETP for treatment of trade effluent from printing section and other sections generating effluent. The effluent samples were collected during the visit, as per the analysis report results within the limits. 3. The industry has installed Water meter at source of Water supply as well as at outlet of ETP. 4. The industry is maintaining record of operation of ETP and same was checked and found in order. 5. No stagnation was observed in the plantation area. RO further reported that after restoration of electric connection, the effluent samples from final outlet of ETP were collected by the officers of the Board on 23.01.2023, 06.10.2023 and 11.01.2024 and as per the analysis report, the results are confirming to the standards prescribed by the Board for such type of the industry. In view of report of RO, it is recommended as under:- 1. The Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 31.03.2026 (upto adequacy of fee deposited). 2. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 may be issued for restoration of electric connection of the industry permanently as per the policy of the Board, please. (Category - Red, medium) (Competency lies with CEE for deciding consent case and for notice/ directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981, competency lies with CEE Ludhiana)
