Discussed, it is submitted that:
The industry has installed 19 soft flow machines of capacities (12 x 300 Kg, 2 x 450 Kg, 03 x 600 Kg & 02x 100 Kg) having total 44 chambers/mouths in its premises. As per GNE calculation, total effluent generation from the industry is 880 KLD. At present 04 soft flow machines (01 of 600 kg, 01 of 450 kg and 02 of 300 kg) are sealed. Shares of the industry are 916 KLD. Thus, de-sealing of remaining machinery is required.
Keeping the above and note dated 12.05.2024 in view, it is recommended that Varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 may be granted for period upto 30.06.2025 under the name & style of “M/s Lakshmi Processors Previously Known as Yogi Dyeing, Plot no. 86, 87, 88 Mahavir Industrial Colony, Tajpur Road, Ludhiana” for washing or dyeing of grey cloth/pc/ polyester/ knitted fabric etc. @ 21 MTD with discharge of trade effluent @ 913 KLD & domestic effluent @ 03 KLD into conveyance system of CETP 50 MLD subject to the condition that: (i) The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP. (ii) The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. (iii) The industry shall maintain the record of flow meter installed at outlet leading to CETP. (iv) The industry shall not generate/discharge trade & domestic effluent more than 916 KLD without obtaining prior permission of the Board & will discharge its trade & domestic effluent only into the conveyance system of CETP 50 MLD through single outlet. (v) The industry will not install any new dyeing/ water polluting machinery without permission of the Board. (Competency: The Chief Environmental Engineer, Ludhiana)
