File Note: The industry is a small scale red category ‘dyeing unit’ and was granted ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2023/20993242 dated 27.02.2023 valid upto 26.02.2024 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH3/2022/20074064 dated 27.10.2022 valid upto 26.10.2023 for Dyeing of Acrylic/Fancy Yarn @ 5130 Kgs/day along with discharge of trade effluent @ 400.00 KLD & domestic effluent @ 4.0 KLD into conveyance system of CETP 50 MLD along with operation of one boiler of capacity 05 TPH. Thereafter, the industry had obtained ‘Consent to Establish’ / NOC expansion under the provisions of the Water Act, 1974 & the Air Act, 1981 vide no: CTE/Exp/LDH3/2022/19967598 dated 23.12.2022 for dyeing of acrylic/ fancy yarn @ 5580 Kgs/day & dyeing of fabric @ 7050 Kgs/day for discharge of trade effluent @ 742 KLD & domestic effluent @ 8.0 KLD into conveyance system of CETP 50 MLD along with one boiler of 5 TPH. During grant of NOC Expansion, the industry had proposed to install 02 soft flow of 500 kg each, 04 soft flow of 300 kg each, 02 soft flow of 75 kg, 03 space dyeing machine of 120 kg each and one space dyeing of 90 kg and estimated trade effluent generation from this machinery was 342 KLD, thus making the total trade effluent discharge 400 + 342 = 742 KLD. Now, the industry has applied for Varied 'Consents to Operate' under the Water (Prevention & Control of Pollution) Act 1974 and the Air (Prevention & Control of Pollution) Act 1981 through OCMMS for dyeing of Acrylic/Fancy Yarn @ 5580 Kgs/day and Dyeing of Fabric @ 7050 Kgs/day along with discharge of trade effluent @ 742.00 KLD & domestic effluent @ 8.0 KLD into conveyance system of 50 MLD CETP along with operation of one boiler of capacity 05 TPH. The industry has submitted share allotment letter from PDA for 868 shares. The industry has deposited Rs. 58,800/- vide UTR. No. N119243006946421 dt. 28.04.2024 under Water Act, 1974 & Rs. 66,900/- vide UTR. No. N119243006946557 dt. 28.04.2024 under Air Act, 1981, which is adequate upto 30.06.2029 under both acts. The industry has also deposited Rs. 7200/- vide UTR No. N119243006918585 dated 28.04.2024 as NOC expansion fee (50% of NOC fee i.e. Rs. 14,400/-). The industry was visited by undersigned on 09.05.2024 and it was observed as under: 1. The industry was in operation during visit. 2. The industry has installed 11 cabinet dyeing machines (08 of 60 kg, 02 of 120 kg and 01 of 30 kg), 05 soft flow machines (04 of 500 kg and 01 of 300 kg) and 04 space dyeing machines (03 of 120 kg and 01 of 90 kg). Estimated discharge as per GNE calculations from 11 cabinet machines is 336.8 KLD, from 05 soft flow machines is 280 KLD and from 05 space dyeing is 125 KLD. Thus, estimated discharge is 742 KLD which is less than the shares allotted to the industry i.e. 868 KLD. DEMAT shares of the industry are 750. 3. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its trade and domestic effluent. The industry has provided the flow meter at its final outlet leading to CETP and same is connected with SCADA system. 4. The industry has now provided EMF at ground water extraction point and is maintaining data regarding same. 5. The industry has installed one no. boiler of capacity @ 05 TPH with FBC and mechanized fuel feeding system. Agro waste is used as fuel. The industry has provided twin cyclone separator as APCD followed adequate stack height. 6. The industry has made registered agreement dated 20.11.2023 for lifting of the fly ash generated from its boiler section. 7. The industry has installed one DG sets of capacity 250 KVA which are equipped with canopy along with adequate stack. 8. The industry has submitted DTP certificate issued vide no. 16.5/DTP(L)/M2A dated 12.07.2022 and as per this certificate, the site of the industry falls in “Industrial Zone” as per Approved Master Plan, Ludhiana (2007-31). In view of the above, it is therefore recommended that: 2. Varied ‘Consent to Operate’ under the Air (Prevention & Control of Pollution) Act, 1981 may be granted for to the industry for period upto 30.06.2029 for dyeing of Acrylic/Fancy Yarn @ 5580 Kgs/day and Dyeing of Fabric @ 7050 Kgs/day along with operation of one boiler of capacity 05 TPH with twin cyclone separator as APCD and one DG set of capacity @ 250KVA with canopy subject to suitable conditions along with special condition that the industry will get its Air emission samples analyzed from Board’s lab within 01 month.
