Sir, the industry has applied Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 in Small Scale, Orange category.
The site of industry was visited by RO on 25.04.2024 and it was reported as under: -
1. The industry was in operation and is engaged in the process of manufacturing of Ingot & Steel Casting.
2. It has installed 1 Induction furnace of capacity 8.0 Ton/Heat.
3. The manufacturing process of the industry is Raw material - Purchase of Scrap - Melting Of Metal - Moulds - Steel Ingots - Sorting - Dispatch.
As per Completion certificate issued by the Punjab State Council for Science & Technology vide letter no PSCST/TFD/705 dated 06.03.2024 the installed induction furnace is of 8 TPH capacity and as per reply submitted by the industry the brief abstract of production is as under:- Capacity of induction furnace 8 TP heat. Time to complete the heat required 2.20 hours. No. of heats in a day 10. Hence, total production in a day (8 * 10) = 80 TPD. Production with 365 days in year 29,200 TPA.
RO submitted that application for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 is submitted for kind consideration of the Competent Authority of the Board.
It is further submitted that in case of M/s Aarti Steel International Limited, Village Harian, PO Uppal, Tehsil Koom Kalan, Machiwara Road, Ludhiana, the industry having induction furnace of 8 TPH capacity and consent to operate was granted by PBIP upto 30/09/2026 with conditions as imposed by RO and following additional conditions: 1. The industry shall not increase its production capacity beyond 30,000 MTA, under any circumstances. 2. The industry shall strictly not carry out any activity/ process in its premises, which is covered under the ambit of EIA notification dated 14/09/2006. 3. The industry shall submit details of daily production carried out in its unit and daily power consumption, on monthly basis, on 5th of every month, in Regional Office of PPCB. 4. The industry shall get the final completion certificate from PSCST and shall submit the same to the Board, within 03 months. 5. The industry shall keep its vehicular movement area and entry/exit points, stabilised at all times, as to suppress dust emissions. 6. The industry shall comply with the standard operating Procedure (SOP) laid down by the Board vide order dated 14.06.2018, for Air Pollution Control in Induction Furnace Units, and shall submit its compliance report on every 5th of every month in Regional Office, Fatehgarh sahib.
In this case, it seems that production capacity might be more than 30,000 TPA which cover under EIA notification for Environmental Clearance.
In view of the above, it is recommended that show cause notice for refusal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be issued to industry with hearing at ZO level, please.
