File Note: It is intimated that the industry is a large scale red category unit and is engaged in heavy fabrication of steel structures to be used in bridges, railway tracks etc. The unit was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/PTA/2022/18582042 dated 25/05/2022 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/PTA/2022/18582185 dated 25/05/2022, both were valid upto 31/03/2024 or manufacturing of Heavy Engineering Steel Structure @ 300 Metric Tonnes/Day by using MS Plate 40 Metric Tonnes/Day, MS Rolled Section @ 8 Metric Tonnes/Day, Nuts, Bolts @ 0.02 Metric Tonnes/Day, Metallic Shots @ 0.08 Metric Tonnes/Day, Cutting Oil @ 0.006 Kilo Liters/Day, Grinding Wheels @ 32 Numbers/Day, Grinding Disc @ 2 Numbers/Day, Welding Rods @ 160 Numbers/Day, Welding Filler Wire @ 0.06 Metric Tonnes/Day, Welding Flux @ 0.04 Metric Tonnes/Day , Welding Wire Roll @ 0.004 Metric Tonnes/Day, Paint @ 0.02 Kilo Liters/Day, Thinner @ 0.04 Kilo Liters/Day, Penetrate, Developer @ 0.001 Kilo Liters/Day, Oxygen @ 0.5 Metric Tonnes/Day, Carbon Dioxide @ 0.036 Metric Tonnes/Day, LPG @ 0.24 Metric Tonnes/Day, Engine Oil @ 0.001 Kilo Liters/Day, Lubrication Oil @ 0.02 Kilo Liters/Day, Hydraulic Oil @ 0.004 Kilo Liters/Day as raw material for discharge of domestic effluent @ 60.0 KLD onto land for plantation in an area of 2.75 acres developed by the industry within its premises under red category subject to certain conditions as mentioned therein. Thereafter, the industry had applied for obtaining for renewal of consents under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Accordingly, the industry was visited by the Environmental Engineer along with AEE of this office on 12.04.2024 and Sh. Rajesh Kumar, DGM, HR was contacted at site. However, during visit, some malfunctioning of pollution control devices was observed. The industry during the visit and subsequently vide its letter dated 15.04.2024 has cited financial constraints and requested for giving 10 days time for rectification of observations found during visit and has requested for return/ withdrawal of applications for consents to operate. The request of the industry has been considered and 10 days time was given to the industry for compliance and it also advised to resubmit the applications only after addressing all observations within the stipulated 10-day period. Now, the industry has re-submitted its application for obtaining renewal Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 after making necessary correction in its pollution control equipments, for manufacturing of Heavy Engineering Steel Structure @ 300 Metric Tonnes/Day by using MS Plate 40 Metric Tonnes/Day, MS Rolled Section @ 8 Metric Tonnes/Day, Nuts, Bolts @ 0.02 Metric Tonnes/Day, Metallic Shots @ 0.08 Metric Tonnes/Day, Cutting Oil @ 0.006 Kilo Liters/Day, Grinding Wheels @ 32 Numbers/Day, Grinding Disc @ 2 Numbers/Day, Welding Rods @ 160 Numbers/Day, Welding Filler Wire @ 0.06 Metric Tonnes/Day, Welding Flux @ 0.04 Metric Tonnes/Day , Welding Wire Roll @ 0.004 Metric Tonnes/Day, Paint @ 0.02 Kilo Liters/Day, Thinner @ 0.04 Kilo Liters/Day, Penetrate, Developer @ 0.001 Kilo Liters/Day, Oxygen @ 0.5 Metric Tonnes/Day, Carbon Dioxide @ 0.036 Metric Tonnes/Day, LPG @ 0.24 Metric Tonnes/Day, Engine Oil @ 0.001 Kilo Liters/Day, Lubrication Oil @ 0.02 Kilo Liters/Day, Hydraulic Oil @ 0.004 Kilo Liters/Day as raw material for discharge of domestic effluent @ 60.0 KLD onto land for plantation in an area of 2.75 Acres of Land Planted with Eucalyptus and other Varieties within its premises under red category along with requisite documents. The industry has deposited Rs. 1080000/- vide UTR. No. UCBAR52024032100529123 dated 21.03.2024 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 1080000/- vide UTR. No. UCBAR52024032100528193 dated 21.03.2024 under the Air (Prevention & Control of Pollution) Act, 1981. The total consent fee deposited by the industry is adequate upto 31.03.2029 against the fixed assets of Rs. 16311.25 lakh as on 31.03.2023 as per CA certificate dated 18.03.2024 submitted by the industry. The industry has also deposited Rs. 14400/- vide UTR No. UCBAH24081532060 dated 21.03.2024 as NOC regularization fee for increase in value of fixed assets, which is adequate. The industry has submitted stack emission analysis report carried out by NABL Accredited lab on 02.03.2024, the concentration of SPM 65.8 mg/Nm3 against the prescribed limits 150 mg/Nm3, the concentration of parameters is within the permissible limits as prescribed by the MoEF&CC and CPCB. The industry has submitted compliance report of the consent conditions earlier granted to it under the Water Act, 1974 and under the Air Act, 1981. Accordingly, the industry was visited by the officers of this office on 13.05.2024 and Sh. Rajesh Kumar, DGM, HR was contacted at site. During visit, it was observed as under: i. The industry was found in operation and engaged in the business of heavy engineering steel structure. ii. The manufacturing process involves Raw Material  Blast Cleaning  Cutting  Stripping Welding  Drilling  Machining  painting Fabrication Inspection Dispatch. iii. The industry has installed oxy fuel cutting machines (1), plasma cutting machines (2), plate processor (1), CNC drill machine (2), CNC Saw machine (2), Saw(2), Column boom ( welding machine ) ,bending machine (1), shot blasting room (1), paint gun machines (4 no.). iv. The industry has provided suction system at bottom of plasma welding & plate processor machines, followed by filters and stack as APCD. The industry has now replaced the bags in APCD has also increased its suction capacity. During visit adequate suction was observed to capture process emissions. v. The industry has provided painting booth with suction at bottom chamber. The industry has now done cleaning of suction channel and also replaced bags in the APCD. During visit, adequate suction was observed at bottom chamber. vi. The industry has provided suction mechanism at the shot blasting chamber, which is followed by pulse Jet bag filter house and stack as APCD. The industry has now repaired its pulse jet system & bags were found to be replaced. Rotary valves are provided for collection of shot blasting dust after APCD. vii. The industry has now increased the heights of the stacks provided with APCD's of paint booths & shot blasting chamber with proper sampling arrangement. viii. The industry has provided separate room for storage of empty drums of paint and used APCD bags. ix. No trade effluent is generated from the industry and only domestic effluent is being generated. The industry is discharging its domestic effluent onto land for plantation in an area of 2.75 Acres after treatment through its STP plant. x. The industry has maintained the record of water meters installed on its bore-wells. xi. During visit, effluent samples were collected from the inlet, outlet & aeration tank of STP plant and were sent to Head Office Lab. The analysis results received from the Head office lab on 12.04.2024 is attached in the note. As mentioned above, the industry is conforming prescribed standards and is complying with the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 and with the conditions of earlier consent granted to it. In view of above, if approved, recommendation be sent to SEE, ZO-1, Patiala that consent to operate under the Water Act, 1974 and under the Air Act, 1981 may be renewed upto 31.03.2029 with suitable conditions as per the policy of the Board.
