It is submitted that industry was granted Consent to Establish (NOC) of the Board vide No. CTE/Fresh/LDH2/2023/22669430 dated 01/08/2023 valid upto 31/07/2024 for manufacturing of CI casting (manufacturing of graded casting for automotive, agriculture & other allied engineering based industries) @ 45 T/Day using M.S.Scrap @ 50 T/day as Raw Material.
Now, the industry has applied fresh Consent to operate under the Water Act, 1974 and the Air Act, 1981 through OCMMS with required documents & fee.
The site of industry was visited by RO on 08.05.2024 and it was reported as under: - 1. The industry has not been commissioned yet. The industry proposes to engage in the process of manufacturing of CI casting i.e graded casting for automotive, agriculture & other allied engineering-based industries. 2. The industry has installed 3 induction furnaces of capacity 750 Kg/heat each. 3. The industry has installed the common APCD of 3 induction furnaces as per design and drawing of PSCST, Chandigarh with sampling arrangements. Certificate has been issued vide PSCST Chandigarh letter No. TFD/06 dated 10.04.2024 in this regard. 4. The industry has provided sub energy meter with APCD of the induction furnace and reading of the same was 1.3 kWh. 5. It has installed 1 automatic sand mould plant. 6. It has installed 1 Shot Blast machine to whom Bags House filters have been provided as APCD with adequate stack height. 7. It has installed 2 submersible pumps in its premises to whom water meters have been provided. The readings of the same were 000017.7 m3 and 000049.2m3 respectively. 8. There is no source trade effluent, cooling water will be re-circulated and domestic effluent is to discharged onto land for plantation through septic tank. 9. The industry has developed appox. 5000 Sq.ft. plantation/Green area along the boundary walls of the industry to dispose off the treated domestic effluent, which will be adequate to discharge the generated domestic effluent. 10. As per Municipal Council, Doraha Letter No. 275 dated 14.04.2018 as per Master Plan-2031, the site of the industry falls in Industrial Zone. 11. The industry has submitted approved building plan from the Competent Person approved by the Director of Factories, Punjab. 12. It has provided the 2 Hazardous Waste Storage rooms of size 11’*11’*8’ and 14’*11’*8’ with Lock and key facilities with danger sign. 13. It has also provided the Environmental Data Board at the Main Gate of the industry. 14. The industry is complying with the conditions of NOC Granted to the industry. 15.
The industry has applied for authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 on 06.05.2024 which is being dealt separately.
The consent fee deposited by the industry is adequate upto 30.04.2031.
In view of report of RO, it is recommended that consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2029 with usual conditions and with the special condition that: - 1. The industry will always operate its Pollution Control Devices regularly and efficiently. 2. The industry will submit the analysis report of the Stack Emission Sample from the Boards Lab within 2 months from the issuance of consent to operate.
