File Note: The report/recommendations of the Regional Office may kindly be perused…………………….. The industry is large scale red category unit. It was earlier granted varied consent to operate in the name and style of M/s Hero Cycles Ltd. Auto Rim Division, Chandigarh Road, Focal Point, Phase-8, Ludhiana under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH4/2022/18561448 dated 05.07.2022, which was valid upto 31/03/2022 for production of Auto Parts @ 15800 Numbers/Day by using CR Strip @ 8000 Kg/day, Steel Tube @ 8000 Number/Day, Dust Tube @ 1800 Number/Day, Nickel Metal @ 275 Kg/day, Chromic Acid @ 15 Kg/day, Cleaners @ 80 Kg/day as raw material and for discharge of trade effluent @ 54 KLD the whole trade effluent will be reused after treatment/RO and the reject of RO will be evaporated and domestic effluent @ 40 KLD to lawn and agriculture after treatment through STP with same terms & conditions as mentioned in the original consent granted to the industry as well as extensions made thereto and with special condition that:- 1. The project proponent may also develop the vermin-composting / composting to manage the solid waste. 2. The project proponent shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies. 3. The project proponent shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. 4. The project proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises. Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 was granted vide no. CTOA/Varied/LDH4/2022/18577327 dated 05.07.2022, which is valid upto 31.03.2024 for one bio mass briquettes fired boiler of capacity 02 TPH & one oil fired boiler of capacity 02 TPH (standby) with common cyclone as APCD along with common stack height, one chrome section attached with wet scrubber as APCD to control the process emissions of chrome section along with adequate stack height, Polishing Unit-I & II attached with wet scrubber as APCD with adequate stack height. 03 DG set of capacities one of 1250 KVA each and in common acoustic enclosure with adequate stack height......................... Thereafter, the industry had applied for varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through Invest Punjab Business First Portal and same were processed. The Environmental Engineer (PBIP) has returned the application due to following reasons that: 1. It has been observed that the industry was earlier granted Consent to Operate under the Water Act, 1974 and the Air Act, 1981 under the name & style of M/s Hero Cycles Ltd. Auto Rim Division for manufacturing of Auto Parts @ 15800 Numbers/Day, which were valid upto 31.03.2024 under both Acts, subject to certain conditions as mentioned therein. 2. The industry has applied for varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for the same manufacturing capacity of Auto Parts @ 15800 Numbers/Day (Average Production (for which consent is sought as per application form), under the new name & style of M/s Hero Motors Limited - Formerly known as Hero Cycles Ltd. Auto Rim Division. 3. Since, there is no change in the manufacturing capacity as well as effluent generation/ disposal & sources of air emissions, therefore, the unit is required to apply for renewal of consent under the Air Act, 1981 as per Section 21 (7) of the Air Act, 1981 and fresh consent under the Water Act, 1974 instead of varied applications. 4. Furthermore, the unit has submitted CA certificate mentioning cost of fixed assets as Rs. 2984.59 Lakh, whereas at the time of grant of last consent to operate the project proponent had mentioned the cost of fixed assets as Rs. 3721.27 Lakh; it is required to submit reason for the abrupt decrease in cost of fixed assets. 5. Also, it was noted that the industry has mentioned in the application forms that it has already deposited Rs. 1,69,700/- as CTO fees under each Act and attached copy of bank statement showing deduction of two no. payments of Rs. 1,90,800/- as a proof of fee payment in both applications, but the fee mentioned has not been linked with the present or any previous application filed by the unit. Therefore, the details of fees mentioned as already deposited is not verifiable. 6. The unit is required to link/ verify the fees with the application & if not possible, get hard receipt from the account section of the Board and attach as addendum with the application; for consideration of the fees. Thus, the incomplete application is hereby returned in original with a request to apply as above along with proper reply to the queries. The industry has now re-applied for renewal of consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 for production Auto Parts @ 17000 Numbers/day through OCMMS also changing its name and style to M/s Hero Motors Limited - Formerly known as Hero Cycles Ltd. Auto Rim Division, Chandigarh Road, Focal Point, Phase-8, Ludhiana………………………….. The industry has submitted that the decrease in fixed assets is due to demerger and change in name from Hero cycles Ltd (Auto rim division) and owned by Hero cycles Ltd to M/s Hero Motors Limited. After demerger, the plant is merged with Hero motors Ltd and having name of also Hero Motors Ltd which is now on lease, the abrupt decrease in fixed asset occurred on account of land and building cost which is excluded from the fixed asset due to lease. The industry has deposited consent fee, which is adequate up to 30.06.2027…………………… The industry already been visited by AEE of RO on 20.03.2024 and it was observed as under: - 1. The industry was in operation during the visit and engaged in manufacturing of auto parts with the help of electroplating process. 2. The industry has installed ETP based on ZLD having trade effluent generation @ 54 KLD. 3. The industry has installed ZLD based effluent treatment plant. RO permeate is being reused in the process and RO reject is treated in MEE. 4. The industry generates domestic effluent and has installed STP for treatment of domestic effluent and treated effluent is discharge onto land for plantation. The plantation of area is found to be adequate. The effluent sample was collected during visit and its results are awaited. 5. The effluent sample of the industry from its ETP and STP outlet was lastly collected on 05.09.2023 and are attached in PDF format. The ETP based on ZLD and the concentration of various parameters for STP are found with permissible limit prescribed by the Board. 6. The industry has installed one bio mass briquettes fired boiler of capacity 02 TPH & one oil fired boiler of capacity 02 TPH (standby) with common cyclone as APCD alongwith common stack height. The stack emission sample was collect on 05.09.2023 and as per analysis results parameter of particulate matter was found to be 186 mg/Nm3, which is within permissible limits as prescribed by the Board. 7. The industry has installed one chrome section attached with wet scrubber as APCD to control the process emissions of chrome section along with adequate stack height. Stack emission sample was collected on 05.09.2023 and as per analysis results was found to be 23 mg/Nm3 against the permissible limits 50 mg/Nm3. 8. The industry has installed grinding/polishing attached with wet scrubbers as APCD with adequate stack height. The Stack emission sample was collected on 05.09.2023 and as per analysis results SPM was found to be 29 mg/Nm3 against the permissible limits 150 mg/Nm3. 9. There is no increase in the air polluting machinery of the industry. 10. The industry has provided stack of adequate height with nickel bath and alkali bath sections. 11. The industry has 02 DG set of capacities 02 of 1250 KVA each which are equipped with adequate stack height and kept in common acoustic enclosure. 12. The industry is complying with the provisions of the Water Act, 1974 and Air Act, 1981. As proposed by Regional Office, if approved that consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.03.2027 with suitable conditions as per policy of the Board.
