Sir, it is submitted that the industry is a small scale, red category unit and is engaged in the manufacturing of bicycle parts i.e. cycle handle & Front Bi-cycle Basket.
Now, the industry has applied fresh consent to operate under the Water Act, 1974 and Air Act, 1981 for manufacturing of bicycle parts @ 5000 No./Day using MS Pipe @ 3 T/day, MS Wire @ 500 Kgs/day and Sulphuric Acid @ 15 Kgs/day as raw material alongwith requisite document and fee.
The site of the industry was visited by RO on 08.05.2024 and it was reported as under:- 1. The industry was in operation during visit. 2. The manufacturing process involves: Raw material -MS pipe - Bend - Welding- Acid Pickling- Powder Coating - Ready - Packing - Dispatch. 3. The industry has made an agreement with M/s Keshav Chemicals Marketing Company, E-578, Phase VII, focal point, Ludhiana on 26.03.2024 @ 6000 Ltr/ month. 4. It has provided the underground effluent storage tank of size 8’ (L)*8’ (W)*8’ (D) in which appox. 1.9 KL effluent was lying stored during visit. 5. It has installed the water meter in its process area and reading of the same was 2.76 KL during visit. 6. The industry is maintaining the record of water consumption in process area and lifted to the re-processor, which was in synchronization with water consumed considering the evaporation losses. 7. It has provided septic tank to treat the domestic effluent in its own plot just at the back side of the industry. The treated domestic effluent is discharged onto land for plantation in the same plot. 8. The industry is having submersible pump as source of fresh water. 9. It has installed 03 no. of powder coating booth with powder recovery units with adequate stack height and 3 No. LPG fired Baking oven. It has also installed 1 no. LPG fired baking oven for front bi-cycle basket. 10. It has no. D.G.Set/Boiler. 11. The industry has submitted approved building plan from the Competent Person approved by the Director of Factories, Punjab. 12. The industry has submitted the letter issued by DTP, Ludhiana vide no. 700 DTP (L) M2A dated 21.03.2024 vide which the site of the industry falls in industrial zone as per Master Plan, Ludhiana (2007-31). 13. The land and building of the industry is on rent . 14. As per MSME Certificate the date of commissioning of the industry is 04.02.2021. 15. As per CA certificate submitted by the industry the value of total fixed assets is Rs. 22.86 Lacs as on 31.03.2024. 16. The industry has been has been established without obtaining NOC of the Board. However, it has deposited Rs. 2200/- as NOC Regularisation fee as mentioned in fee detail. 17. The consent fee deposited by the industry is adequate upto 30.06.2029.
In view of the above, it is recommended that consent to operate under the Air (Prevention and Control of Pollution) Act, 1981 may be granted to industry for five years i.e. 30.06.2029 with special condition that the industry shall submit compliance of NOC conditions in annotated form, please.
