The industry is a small scale red category dyeing unit and was granted consent to operate under the Water Act, 1974 dated 22.06.2023 and under Air Act, 1981 dated 22.10.2022 for dyeing for all type of fabrics (polyester/pc/cotton) @ 13125 Kgs/day and dyeing for all type of yarn @ 2700 Kgs/day with trade effluent @ 681.6 KLD & domestic effluent @ 2.0 KLD into CETP 50 MLD, which is valid upto 21.06.2024 and expired on 26.10.2023 respectively…………………………………… Now, the industry has applied for varied consent to operate under Water Act, 1974 and Air Act, 1981 for dyeing for all type of fabrics (polyester/pc/cotton) @ 7.5 T/day and dyeing for all type of yarn @ 1080 Kgs/day with trade effluent @ 385 KLD & domestic effluent @ 2.0 KLD into CETP 50 MLD……………………. The industry has deposited consent fee, which is adequate upto 30.06.2034………………………………... The industry has submitted the copy of letter issued by DTP, Ludhiana vide memo no. 1094/DTP(L)/M2A dated 18.03.2011 stating that the site of the industry falls in industrial zone as per Master Plan, Ludhiana (2007-2021)………………………. The industry has submitted statement of DEMAT of shares of @ 787 KLD (387 for unit I and 400 KLD for unit II)……………………………. The industry was visited by AEE of RO on 09.05.2024 and observed that:- 1. The industry was in operation during the visit, the industry is engaged in the process of dyeing of yarns/ fabric. 2. The industry has installed 07 soft flow machines (01 of 450 Kg, 6 of 300 Kg each) & one sample soft flow machine, having total 15 chambers and 03 cabinet machines of 60 Kg each inside the premises. Other than 03 cabinet machines, 01 cabinet machine of 60 kg was lying sealed at site. 3. As per audit carried out by Guru Nanak Dev Engineering College (GNE) generation of effluent from installed 15 chambers of soft flow machines is 300 KLD considering generation of 20 KLD per chamber and from 03 cabinet machines is 86.4 KLD. Hence, generation of effluent will remain (300+86.4= 386.4 KLD), which is within the shares obtained by the industry. 4. The industry is fulfilling its steam requirement from boiler installed at its sister concern unit namely M/s Jindal Finishing Works-II situated opposite to this unit. 5. The industry has installed one DG set of capacity 125 KVA, which is equipped with canopy. 6. The industry has installed EMF at source of fresh water extraction point i.e. one submersible. 7. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and conditions of the previously granted consents. As proposed by Regional Office, if approved: 1. Varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for the period upto 30.06.2029 for dyeing for all type of fabrics (polyester/pc/cotton) @ 7.5 T/day and dyeing for all type of yarn @ 1080 Kgs/day with trade effluent @ 385 KLD & domestic effluent @ 2.0 KLD into CETP 50 MLD with special conditions: a. The industry shall discharge the whole consented effluent into dedicate sewer line leading to CETP for final treatment in accordance to the shares allotted to the unit. b. The industry will also dismantle any other connection available for discharge of effluent either into public sewer or PDA conveyance system. c. The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR. d. The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP. e. There shall be no physical expansion of the unit either with the installation of new machinery or with the permission for enhanced electricity load, after the varied consents are granted for increased discharge of effluent. f. The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. g. The industry shall maintain the record of flow meter installed at source and at the outlet leading to CETP. h. The industry shall make adequate arrangements to minimize the consumption of fresh water. Competency: SEE
