The industry is a small scale red category unit and was granted consent to operate under the Water Act, 1974 dated 12.10.2022 and under the Air (Prevention & Control of Pollution) Act, 1981 dated 11.10.2022 for Finishing of Fabrics @ 1500 Kgs/day, Finishing of Collars @ 300 Kgs/day along-with discharge of only domestic effluent @ 1 KLD onto land for plantation, which are valid for a period upto 30.06.2027……………………..
Thereafter, the industry was granted ‘Consent to Establish’ (NOC) for its expansion in the existing premises under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 dated 20.12.2023 for dyeing for all type of fabrics (polyester/pc/cotton) @ 10 T/day with disposal of trade effluent @ 398 KLD and domestic effluent @ 2.0 KLD into 50 MLD CETP, which is valid upto 19.12.2024…………………………..
Now, the industry has applied for varied consent to operate under Water Act, 1974 and Air Act, 1981 for finishing of fabrics @ 1500 Kgs/day, Finishing of Colors @ 300 Kgs/day and dyeing for all type of fabrics (polyester/pc/cotton) @ 10 T/day with trade effluent @ 398 KLD & domestic effluent @ 2.0 KLD into CETP 50 MLD………………………….
The industry has deposited consent fee, which are adequate upto 30.09.2031……………………...
The industry has submitted the copy of letter issued by ATP, Ludhiana vide memo no. 2004/ATP-B/D dated 09.12.2021 stating that the site of the industry falls in industrial zone as per Master Plan, Ludhiana……………….
The industry has submitted statement of DEMAT of shares of @ 787 KLD (387 for unit I and 400 KLD for unit II).
The industry was visited by AEE of RO on 09.05.2024 and observed that:-
1. The industry was in operation and only finishing work was in operation, dyeing process was ready to commission for the process of dyeing of fabric.
2. The industry has installed 09 soft flow machine of capacity (450 KG X 2) and (300 KG X 7) and 01 sampling machine inside the premises. Total installed chambers are 20.
3. As per audit carried out by Guru Nanak Dev Engineering College (GNE) generation of effluent from installed machinery of the industry is 400 KLD considering generation of 20 KLD per chamber, which is within the shares obtained by the industry.
4. The industry has installed one boiler of capacity @ 08 TPH with FBC and mechanized fuel feeding system. The industry has provided multi cyclone separator as APCD with adequate stack height and the same was in operation. The industry was using rise husk as fuel in its boiler. During visit APCD was also in operation and no visible smoke was observed from the stack of the boiler.
5. The industry has installed one DG set of capacity 500 KVA, which is equipped with canopy.
6. The industry has installed EMF at source of fresh water extraction point i.e. one submersible.
7. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and conditions of the previously granted consents.
As proposed by Regional Office, if approved:
1. Varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for the period upto 30.06.2029 with special conditions:
a) The industry is prohibited from using any unauthorized fuel such as used Tyres, Solid Waste, Oil sludge, Acid sludge or any other banned fuel material etc.
b) The Consent to Operate is only for the authorized fuel and subsequently for its Air Pollution Control Device is designed for as per the standards set by the MoEF&CC/CPCB/PPCB
