It is intimated that the industry is induction furnace was granted under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Varied/FGS/2024/23792094 dated 08/01/2024 and CTOA/Varied/FGS/2024/23792092 dated 08/01/2024 both are valid upto 30/06/2024 under the name of Talasri Steels Pvt. Ltd for manufacturing of Steel Ingots @ 72 MTD and direction u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981was also issued to PSPCL authorities to restore the power connection of the industry temporarily for six months i.e. 30/06/2024.
The industry was visited on 12/04/2024 and found that there was M/s A-One Alloys was in operation. Air emission sample of the industry was carried out and as per analysis report the result of particulate matter 67 mg/Nm3 which is within limit prescribed by the Board. The representative of the industry was stated that now M/s A-One Alloys has been taken on lease from M/s Talasri Steels Pvt. Ltd. The representative was advised to obtained for revised consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Now, the industry has applied fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with requisite documents through OCMMS. The industry has deposited of Rs. 10800/- vide no. BKIDY24121782490 dated 30/04/2024 as water consent fee and Rs. 10800/- vide no. BKIDY24121782066 dated 30/04/2024 as air consent fee against the fixed assets of Rs. 262.92 lakhs as on 31/12/2023 CA certificate dated 11/03/2024 which is adequate for 31/03/2025 as per order dated 29/10/2018.
To verify the contents, the industry was visited by the AEE of this office on 12/04/2024 During the visit, it was observed as under:
1. The industry was in operation during the visit.
2. The industry has engaging in manufacturing of Steel Ingots @ 72 MTD by using the MS Scrap and Ferro Alloys @ 78 MTD as raw material.
3. The industry has installed induction furnace of capacity 06 TPH and installed spark arrester followed by bag filter house as APCD which was in operation.
4. The industry has installed energy meter on its APCD and its reading was 517.6.
5. The industry has discharged its domestic effluent onto land for plantation after treatment in a septic tank, and the cooling water is recirculated.
6. The industry has install 01 no. DG set of capacity 75 KVA with canopies/acoustic rooms and adequate stack heights.
7. The industry has installed water meter on its submersible pump and its reading was 893.1 KL.
8. The industry has submitted air analysis report from Board's lab dated 12/04/2024 as per result the parameters i.e. particulate Matter is 67 mg/Nm3 which is within the prescribed limits of the Board.
Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:
"The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries."
PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month.
In the subject cited case, the industry has mentioned ground water extraction @ 08 KLD. Considering 25 working days per month, ground water extraction will be 200 KL/month, which is less than 300 KL/month.
In view of above, if approved it is recommended that fresh consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the manufacturing of Steel Ingots @ 72 MTD and the electric connection may release upto 31/12/2024 and with suitable conditions and special conditions as under:
1. The industry shall operate & maintain its air pollution control device (APCD), regularly and efficiently, so as to achieve the stack emission standards, consistently as prescribed by the Board/ MoEF&CC as amended from time to time.
2. The industry shall ensure that no black smoke be emitted from the stack of the industry at any time.
3. The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh for the effective operation of APCD.
4. The industry shall not dispose off its Hazardous waste to any unauthorized vendor.
5. The industry shall not use any scrap containing Hazardous waste like shockers containing waste oil.
6. The industry shall apply for obtaining authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
7. The industry shall plant trees wherever space is available inside and outside the unit.
8. The industry shall not undertake expansion without obtaining approval from the Board.
9. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.
10. The industry shall submit the proposal regarding control of Secondary Emissions generated from the process within one month after consultation with the PSCST, Chandigarh.
11. The industry shall use good quality raw material free from dust and oil.
12. The industry shall replace its existing bag filters with filters of specifications as per Annexure-A attached.
