File Note: It is submitted that the industry is a small-scale red category unit. Earlier, the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2023/22189746 dated 14.08.2023 having validity upto 13.02.2024 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2023/22189732 dated 14.08.2023 having validity upto 31.03.2027 for manufacturing of FRP/GRP COMPONENTS @ 10000 Kgs/day, COACH SEATS @ 2000 Numbers/Day & ALL WINDOW & FRAMES @ 2000 Kgs/day with subject to suitable conditions mentioned therein. Now, the industry has increased in quantity of effluent i.e. trade effluent @ 2.4 KLD to 3.0 KLD & domestic effluent @ 1.0 KLD to 2.0 KLD and has applied for obtaining varied consent to operate under Water (Prevention & control of Pollution) Act, 1974 for manufacturing of FRP/GRP COMPONENTS @ 10000 Kgs/day, COACH SEATS @ 2000 Numbers/Day & ALL WINDOW & FRAMES @ 2000 Kgs/day along with requisite documents and fee. There is no increase in the raw material and production of the industry. The change in discharge has been made as per actual record of the industry. As per record file of the industry the previous consent fee is adequate upto 31.01.2028 under both acts, against the total cost of fixed assets is Rs. 529.89 lacs. The industry was visited by AEE this office on 01.05.2024 and it was observed as under: 1) The industry was in operation during the visit. 2) The industry has installed 02 no. paint booth which are provided with filters followed by stack of adequate height as APCD and 02 no. Powder coating booth with inbuilt cyclone and stack of adequate height as APCD. 3) The industry has also provided 03 drying ovens in which HSD is being used as fuel and are provided with stack of adequate height. 4) The industry is using fresh water from its adjoining unit i.e. Mobility Solution-I and has now provided EMF meter on the same. 5) The industry has provided common ETP for treatment of effluent generated from phosphating section installed in Mobility Solution-I and Mobility Solution – II. 6) The industry has provided separate arrangement for collection of samples from ETP and STP. Phosphate mg/l - 1.0 From the above, it is clear that all the parameters are found within the prescribed limits of the Board. 7) The industry is maintaining record regarding abstraction of fresh water and treatment in ETP and STP and which was observed to be in order during the visit. 8) The treated effluent is partially used in process and the rest is discharged onto land for plantation developed along National Highway, which is adequate. In view of above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 31.03.2027 with subject to suitable conditions and special conditions as under: 1. The industry will operate its ETP & STP adequately and efficiently and will maintain daily record regarding operation of the same. 2. The industry shall not discharge the effluent into any drain/choe/nallah, in any case. 3. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 4. The industry has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances / permissions from all other concerned departments. 5. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 6. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. 7. The industry shall ensure that the activities of unit does not create any nuisance in the surrounding areas and no public complaints are received. 8. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
