It is submitted that the industry has applied for setting up a new dry rice sheller namely M/s Abhi Agro Foods in the Khasra No. 46//19 (8-11), 46/21/2 (2-10), 22 (7-12), Total 18 Kanal - 13 Marle land of revenue estate of Village Bathonia Kalan, Tehsil Rajpura, Distt. Patiala. The industry has proposed for manufacturing of dry rice @ 2.0 TPH by using paddy @ 3.0 TPH as raw material with drier having capacity of 32 MT and for the discharge of domestic effluent 1.5 KLD onto land for plantation after treated in septic tank under orange category. The industry has submitted Prop. undertaking, location plan, feasibility report, brief project report, Land use pattern from DTP, Patiala, Revenue Report from Tehsildar etc. along with the application form.
The industry had already deposited Rs. 8400/- vide R. No. 813779636 dated 02.05.2024 on account of NOC fee against the total proposed project cost of Rs. 192.04 lacs as per the project report and Plant and Machinery of Rs.
The DTP Patiala vide its letter no. 797 DTP(P)/P-62 dated 30.04.2024 sent a letter to this office regarding suitability of site for establishment of rice sheller, which is pasted in agenda note:
The industry has also submitted a Revenue report from Tehsildar, Rajpura dated 12.04.2024 (copy attached).
As per the above said report of DTP, Patiala & Tehsildar Rajpura, the proposed site of the industry is found suitable as per specific sitting guidelines issued for establishment of new rice sheller unit.
Further, the industry has submitted brief project report, in which it was mentioned that M/s Abhi Agro, Village Bathonia Kalan, Tehsil Rajpura , Distt. Patiala is a newly proprietorship firm having PAN no. BHDPC4380C promoted by Sh. Abhishek Chhabra S/o Sh. Raj Kumar Chhabra. The firm is formed for installing/ setting up of Dry Rice manufacturing unit so as to manufacture Dry Rice @ 2.0 T/hr. by processing of Paddy @ 3.0 T/hr. with Drier having capacity of 32 MT/batch on double shift basis for 180 days in a year.
The industry has submitted the feasibility report prepared by M/s Terra Syn Initiatives, having its office at 587, Urban Estate, Phase-2, Patiala (Punjab) in which it was mentioned that M/s Abhi Agro Foods, Village Bathonia Kalan, Tehsil Rajpura, Distt. Patiala (Punjab), are planning to setup a new paddy milling based industrial unit at site. The unit will have dry paddy milling facility with installed paddy milling capacity of about ~ 3 MT/hour (producing ~ 2 MT/hour rice). The setup will also include a paddy drier (Mechanical) of ~32 MT/batch capacity and Sortex. To control the process emissions, there will be independent but similar air pollution control systems (cyclone separator) for paddy milling and paddy pre-cleaning operations.
Visit Report
Accordingly, the site was visited by the officer of this office on 14.05.2024 and contacted Sh. Manoj Kumar, Munshi of the industry. During visit, it was observed that:
1. The proposed site of the industry falls in the revenue estate of Village Bhatonia Kalan, Tehsil Rajpura, District Patiala.
2. The proposed site of the industry was found vacant.
3. The industry has not yet started the construction work of the unit.
4. No Lal Dora/ Phirni/ Wild Life Sanctuary, Zoo/ residential area, educational institute/ historical religious places and protected monuments was found within the 500 m from the proposed site.
5. Following structures were found to be situated within 500 mtrs radius of the site:-
1. Chabbra Rice and General Mills. , Bathonia kalan, Rajpura
2. Chabbra Foods, Bathonia kalan, Rajpura
3. SK Poultry Farm, Bathonia Kalan, Rajpura
4. Golden Egg Poultry, Bathonia Kalan, Rajpura
5. Perfect Poultry Farm, Bathonia kalan, Rajpura
Therefore, site of the rice sheller unit complying with the siting guidelines framed by Govt. of Punjab for rice shellers vide notification no. 10/48/2004-STE (4) /932 dated 15/10/2013.
In view of above mentioned facts and report of the concerned departments, it is recommended that the consent to establish (NOC) may be granted to the subject cited industry for setting up of rice sheller for manufacturing of dry rice @ 2.0 TPH by using paddy @ 3.0 TPH as raw material with drier having capacity of 32 MT and for the discharge of domestic effluent 1.5 KLD onto land for plantation after treated in septic tank, under orange category, with suitable conditions and following additional conditions:
1. The industry shall establish its unit only in the khasra nos. mentioned in the DTP letter no. 797 DTP (P)/P-62 dated 30.04.2024 issued to this office.
2. The industry shall comply with the code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated 15/10/2013 in true letter and spirit.
3. The industry shall install APCD as proposed in the technical report submitted by the industry along with the application.
4. The industry will submit building plan prepared and duly authenticated by the Director of Factories/ Chartered Architect/ Chartered Engineer under the provisions of section 3-A of Punjab Factory Rules, 1952.
5. The industry shall put in place all the hoods, ducting's & enclosures and other components of the APCD well before commissioning of the unit for next paddy shelling season and report the compliance in the regard to the Board.
6. The industry will comply with all the conditions mentioned in the DTP letter no. 797 DTP(P)/P-62 dated 30.04.2024 issued to this office.
7. The industry shall comply with the guidelines for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA).
8. The industry shall comply with the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF.
9. The industry shall bound to comply with the laws & bye-laws of the Master Plan of Rajpura.
10. The industry shall dispose of the ash in an environmentally sound manner.
