It is submitted that the establishment is large scale red category paper manufacturing unit and was granted consent to operate vides no. CTOW/Renewal/SGR/2020/12789301 dated 19.09.2020 under the Water Act, 1974 and vides no. CTOA/Varied/SGR/2020/12789575 dated 19.09.2020 under the Air Act, 1981, both were expired on 31.03.2024 for manufacturing of Paper/ paper Board / Kraft Board @ 150 TPD by using Waste paper @ 163 MTPD, Starch @ 1.5 MTPD, MF Resin @ 50 kg/day, China Clay @ 5 MTPD, Binder @ 1.25 MTPD, PVA @ 43 kg/day, Lumps @ 7.5 MTPD, Deinking Chemicals @ 1.325 MTPD, Optical Brightner @ 45 kg/day and Caustic @ 125 Kg/day as raw material.
Now, the industry has applied to renew the consents to operate granted under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Paper/ paper Board / Kraft Board @ 150 TPD by using Waste paper @ 163 MTPD, Starch @ 1.5 MTPD, MF Resin @ 50 kg/day, China Clay @ 5 MTPD, Binder @ 1.25 MTPD, PVA @ 43 kg/day, Lumps @ 7.5 MTPD, Deinking Chemicals @ 1.325 MTPD, Optical Brightner @ 45 kg/day and Caustic @ 125 Kg/day as raw material.
The industry has deposited fee under the Water Act, 1974 and the Air Act, 1981 as mentioned at serial no. (vii) of agenda table against the gross fixed assets of Rs. 5940. lacs as on 29.02.2024, per CA certificate dated 29.03.2024.
To verify the submission made by the industry, it was visited by the EE & AEE of this office on 10.05.2024 and it was observed under: -
1. The industry as well as APCD/ETP were found in operation.
2. Treated trade effluent was partly being re-used back in the process after ETP & partly discharged onto plantation area approx.- 4.0 acre after treatment through ETP of capacity 165 KLD. The industry has provided energy meter with the ETP as well as flow meter at the final outlet of the ETP. The record of the extraction and discharge of the water is being maintained by the industry.
3. Domestic effluent generated from kitchen/toilet/washrooms sections is being discharged onto land for plantation after passing through STP of capacity 35.0 KLD. The industry has provided flow meter at STP outlet. The industry has developed green belt in approx. 0.5 acres land within the premises for disposal of treated domestic effluent.
4. The industry has installed a rice husk fired boiler of capacity 16 TPH attached with Multi cyclone Seperator followed by bag filter as APCD. During visit, stack attached with the boiler was found almost clear.
5. The industry has installed 1 no. DG set of capacity 125 KVA equipped with canopy and stack of adequate height.
6. The industry has already provided CCTV cameras at prominent location in manufacturing processes and water/air control mechanism.
7. No unauthorized fuel was found.
The samples of treated trade effluent / Stack emission were collected on 11.12.2023 by this office. The analysis results mentioned reveals that the concentration of all the parameters are within the permissible limits prescribed by the Board for such type of industry.
The industry is complying with the consent conditions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 earlier granted to it.
In view of the above, it is, therefore, recommended that consent to operate granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may further be renewed to the industry up to 31/03/2028 for manufacturing of Paper/ paper Board / Kraft Board @ 150 TPD by using Waste paper @ 163 MTPD, Starch @ 1.5 MTPD, MF Resin @ 50 kg/day, China Clay @ 5 MTPD, Binder @ 1.25 MTPD, PVA @ 43 kg/day, Lumps @ 7.5 MTPD, Deinking Chemicals @ 1.325 MTPD, Optical Brightner @ 45 kg/day and Caustic @ 125 Kg/day as raw material with usual conditions and the following specific conditions: -
1. The industry shall properly operate and maintain its APCDs so as to contain all the suspended particulate matter within the permissible limit prescribed by the Board/ MoEF.
2. The industry shall not carry out d-inking, bleaching and colouring process.
3. The industry shall get the stack emission monitoring of the 16 TPH capacity newly installed boiler furnace from the Board lab within one month.
4. The industry shall not consume any fuel except rice husk/ bio-mass bricks in boiler of capacity 16 TPH or 8 TPH and HSD in DG sets for burning purpose.
5. The industry shall ensure that the boiler ash generated by it shall be disposed off in Environmentally sound manner so as to avoid any public nuisance.
6. The industry shall not operate both the boilers of capacity 16 TPH & 8 TPH at a time, it will use the boiler of capacity 16 TPH as standby.
