Sir, the industry was granted consent to operate under Water Act, 1974 and Air Act, 1981 both valid upto 30.06.2027 for manufacturing of RECLAIM RUBBER/ BUTYL RECLAIM RUBBER @ 160 T/day By using OLD TYRES & TUBES @ 160 T/day, RUBBER PROCESSING OIL @ 3000 Liter/day.
Now the industry has applied for varied consent to operate under Water Act, 1974 and Air Act, 1981 for manufacturing of RECLAIM RUBBER, BUTYL RECLAIM RUBBER, CRUMB RUBBER/ GRANULE RUBBER OF ANY MESH SIZE/SHREDDED RUBBER @ 160 TPD by using OLD TYRES & TUBES @ 180 T/day, RUBBER PROCESSING OIL @ 3000 Liter/day.
It is pertinent to mention here that CRUMB RUBBER/GRANULE RUBBER OF ANY MESH SIZE/SHREDDED RUBBER are intermediate products which were also being manufactured and now the industry has proposed to sell these intermediate products due to which the no. of products have been changed and there is no increase in polluting machinery/manufacturing process, only quantity of raw material has been increased.
It is pertinent to mention here that no change in manufacturing process has been done by the project proponent, nor any major polluting machinery has been installed, as only 35 lakh increase in cost of machinery is there and the major increase in CA certificate is due to increase in other fixed assets. i.e. 244.19 lakh.
The industry was visited by RO on 13.05.2022 and it was reported as under: - 1. The industry was in operation during visit. 2. The industry has installed boiler of 1.5 TPH capacity which is wood fired. Bag Filter has been provided as APCD. 3. The industry has installed thermopack of 10 Kcal/hr. capacity which is wood fired. Water scrubber has been provided as APCD along-with stack of adequate height and proper sampling arrangements. 4. The industry has also installed 02 No. Rubber Cracking and 01 No. Rubber Chopping machine. 5. The industry is washing the rubber before using the same into chopping/cracking machine. 6. The washing effluent is re-used after settling tanks. No dust emissions are generating from cracking/chopping as the washing is done prior to the process. No dust emissions were observed during visit. 7. The industry is treating the domestic effluent through Septic tank for further disposal onto land for plantation.
The adequacy of fee deposited by the industry is upto 30.06.2029.
In view of the above it is recommended that varied Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 30.06.2029 (upto adequacy of fee deposited) for manufacturing of RECLAIM RUBBER, BUTYL RECLAIM RUBBER, CRUMB RUBBER/GRANULE RUBBER OF ANY MESH SIZE/ SHREDDED RUBBER @ 160 TPD as per the policy of the Board with suitable terms and conditions, please.
