File Note: It is intimated that the industry is large scale red category unit. The industry was earlier granted consent to operate under Water Act, 1974 vide no. CTOW/Renewal/LDH2/2022/18176986 dated 02/06/2022 expired on 31/03/2024 and under Air Act, 1981 vide no. CTOA/Renewal/LDH2/2022/18176787 dated 23/05/2022 expired on 31/03/2024 subject to the certain conditions mentioned therein. It is submitted that the industry was given hearing before Hon'ble Chairman of the Board on 06.12.2022, wherein it was decided that :- 1. The industry shall continue to operate its existing pollution control devices regularly and efficiently so as to achieve the prescribed standards. 2. The Environmental Engineer, Regional office-2 Ludhiana shall visit the site and shall carry out the water audit of the industry. He shall also monitor the ETP installed by the industry at its inlet and outlet for the various parameters including heavy metals used in the industry. Before visiting the industry he shall take advice from the Member Secretary of the Board. Thereafter, the industry was earlier visited on 21.2.2023 and 19.4.2023, however, both the times the water polluting process was not in operation. The representative of the industry informed that it is operating the water polluting process seldomly due to lack of demand in the market. Further, the industry also operates in non-regular manner due to lack of demand in the market. After obtaining the operational schedule of the industry, the industry was visited by EE alongwith AEE of this office on 11.08.2023 and effluent samples from the inlet as well as the outlet of the ETP were collected. The results of the sampling are as attached below. 1. During the visit, the air emisison samples from the induction furnace were also collected and the SPM parameters was found to be 85 mg/NM3 against the prescirbed standards of 150 mg/NM3. 2. As per the sample analysis reports all the parameters including the metals (nickel = 0.12 mg/L, iron = 0.59 mg/L, zinc = BDL and chromium = BDL) are found to be within the prescribed limits after treatment through ETP. The other parameters have been found to be ph = 6.7, TSS = 19 mg/l, TDS = 1164 mg/L, COD - 36 mg/L, BOD = 4 mg/L which are within the prescribed limit for discharge onto land for plantation. 3. The industry is operating the phosphating process occassionally and is maintaining the record of water consumption and treated effluent discharged after ETP whenever, the industry operate the wet process. As the industry is operating seldomly as such it was not possible to carry out regular water auditing. The average effluent generation as per the record maintained by the industry for the past 4 months, whenever, the industry operates the unit was observed to be approx. 15-16 KLD. The compliance report of the decisions of the personal hearing held before Hon’ble Chairman of the Board was sent vide e-noting no. 20120083 Now, the industry has applied for renewal of consent to operate under Water Act, 1974 & Air Act, 1981 along with requisite documents. The production capacity raw material and other aspects remains the same as the last the application and as per the last consent grant by the Board. Accordingly, the site of the project was visited by the EE alongwith AEE of this office on 10.05.2024 and it was observed that :- 1. The industry was operation during the visit and engaged in the process of auto parts. 2. The industry has installed pickling section and made agreement with M/s Charanjit & Company @ 30000 Ltr./Month for pickling process. 3. The industry has consumed 77160 Ltr of fresh water in last three months and waste water lifted by the re-processors is 74,200 Ltr. About 1000 Ltr was found in the storage tank of capacity 12500 Ltr during the visit. 4. Further, the industry has installed an electroplating section and the industry has made agreement with M/s JBR Technologies Pvt. Ltd, Ludhiana 30000 Ltr/month for its electroplating process. 5. The industry has consumed 81580 Ltr of fresh water in last 3 months and waste water lifted by JBR is 76,500 Ltr. About 2500 Ltr was found in the storage tank of capacity 10000 Ltr during the visit. 6. The industry has installed one phosphating section and the effluent generated from the phosphating section is treated through ETP with mode of disposal onto land for plantation. The same has been verified with the record maintained by the industry and the reading of the meters installed by the industry. 7. The sample of the outlet of ETP was collected on 11.08.2023. As per the sample analysis reports all the parameters including the metals (nickel = 0.12 mg/L, iron = 0.59 mg/L, zinc = BDL and chromium = BDL) are found to be within the prescribed limits after treatment through ETP. The other parameters have been found to be ph = 6.7, TSS = 19 mg/l, TDS = 1164 mg/L, COD - 36 mg/L, BOD = 4 mg/L which are within the prescribed limit for discharge onto land for plantation. As such the standards are within the prescribed limits. The average effluent from the phosphating section whenever it is operated is nearly 15-16 KLD 8. The industry has installed STP for treatment of domestic effluent. STP was not in operation during the visit. Due to less quantity of effluent in the collection tank. 9. The industry had installed 04 no. oil fired heat treatment furnaces with common water scrubber as APCD. The industry had installed 03 no. oil fired annealing furnaces with common water scrubber as APCD. The industry has installed 04 no. oil fired forging furnaces with common water scrubber as APCD. 10. The industry has installed 01 no. induction furnace (1 ton) with multi cyclone followed by bag house filter as APCD. The Stack emission samples were collected by this office on 11.08.2023 and the same were found to be within the prescribed limits of the Board. 11. The industry had installed 2 no. of D.G. sets with acoustic enclosures. Keeping in view of above, it is recommended that :- 1. The project proponent may be granted Consent to operate under the provisions the Air Act, 1981 may be granted upto 31.03.2026 with appropriate conditions. 2. Consent to operate under the provisions of the Water Act, 1974 may be decided in the light of above mentioned facts and compliance made as per the decisions of the hearing held before Hon’ble Chairman, please.
