a. It is submitted that the industry is large scale green category unit and is engaged in the manufacturing of t-shirts.
b. Earlier the industry was granted Consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/LDH4/2020/11961784 dated 30.12.2019 and Air Act, 1981 vide no. CTOA/Renewal/LDH4/2020/11961340 dated 30.12.2019, which is valid upto 30.12.2029 in the name and style of M/s Space Fashions Pvt. Ltd., E-440, Phase-6, Focal Point, Ludhiana.
c. Thereafter the industry has applied for consent to operate under the Water Act, 1974 and Air Act, 1981. The consent to operate under Water Act, 1974 was returned as industry has not mentioned details of boiler in the application form and consent to operate under the Air Act, 1981 was granted to the industry vide no. CTOA/Fresh/LDH4/2024/24217057 dated 05.04.2024, which is valid upto 31.12.2034 for D.G. set of capacity 165 KVA with canopy and adequate stack height.
d. The matter regarding revoking the consent to operate under the Air Act, 1981 has been processed through enote no. 25672239.
e. Now the industry has applied for fresh Consent to Operate under the Water Act, 1974 and Air Act, 1981 through OCMMS for manufacturing of T-shirts @ 8000 Numbers/day and for discharge of domestic effluent @ KLD into sewer after treatment through septic tank and for 02 no. Boilers i.e. 01 no. diesel fired boiler and 01 no. gas fired boiler of 50 KG capacity and 02 no. D.G. Set of capacity 165 KVA and 62.5 KVA with canopy and adequate stack height.
f. The industry has already deposited consent fee of amounting to Rs. 280200/- vide R.no. 416485533 dated 02.08.2023 under the Water Act, 1974 and Rs. 258600/- vide R.no. 588568720 dated 02.08.2023 under the Air Act, 1981, which is adequate upto 31.12.2034.
g. To verify the content and facts, the industry was visited by the officer of this office on 12.04.2024 and it was observed as under: -
1. The industry is in operation during visit and the industry is located in designated area i.e. Phase-6, Focal Point.
2. The industry is engaged in manufacturing of garments having detailed manufacturing process of the industry is: Raw material (yarn) –knitting - cutting –stitching –finishing pressing (with hot water diesel/ LPG based boiler both 50 kg capacity)-Packing.
3. The industry has installed 1 no. hot water diesel boiler and 1.No. hot water LPG based boiler both having 50kg capacity for steam pressing of garments.
4. The industry has installed 02 no. D.G. sets of capacities 165 KVA and 62.5 KVA provided with canopy and adequate stack height.
5. No washing has been carried out by the industry.
6. No trade effluent is generated and only domestic effluent is discharged into sewer.
7. The industry has submitted an approved building plan approved by the Competent Person.
In view of above, it is recommended that the fresh Consent to Operate under the Water Act, 1974 and Air Act, 1981 may be granted upto 31.12.2034 with suitable conditions as per policy Board.
