It is intimated that the industry is a small-scale orange category unit and earlier granted CTO under WA, 197 and AA, 1981 vide no. CTOW/Fresh/LDH4/2023/23661530 and CTOA/Fresh/LDH4/2023/23661519 respectively dated 09.10.2023, both were valid up to 08.04.2024 subject to the conditions mentioned therein.
Now, the industry has applied for obtaining Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for manufacturing of knitted hosiery goods @ 3000 numbers/day.
The industry has already deposited fee amounting to Rs. 86900/-vide R. No. N248232626387944 dated 05.09.2023, Rs. 74200/- vide UTR no. N059221850881336 dated 28.02.2022 under Water Act, 1974 and Rs. 75600/-vide R. No. N248232626379312 dated 05.09.2023, Rs. 65800/- vide UTR no. N059221850874330 dated 28.02.2022 under the Air Act, 1981, which is adequate upto 30.06.2032 against the CA certificate of Rs. 289.18 lacs.
The industry was visited by the undersigned on 14.05.2024 and it was observed as under:-
1. The industry is engaged in manufacturing of garments and washing process was not in operation due to off season.
2. The industry has installed automatic embroidery machines, one washing machine of 30 kg capacity, one tumbler, 3 no steam presses,2 no flat machines and stitching machines etc for manufacturing of garments.
3. The industry has provided ETP for treatment of wastewater generated from the washing section. The industry has also provided plantation area of 0.2 acre as per karnal technology for discharge of trade effluent after treatment through ETP and is sufficient for discharge of treated effluent @ 7.0 KLD.
4. The industry has provided separate water meter and energy meter for the ETP.
5. The industry has provided water meter with the ETP.
6. The reading of water meter was 8.30 KL. The industry is maintaining the record of water meter.
7. The industry has submitted analysis report of treated effluent from M/s SIMA Labs, as per which pH- 7.21, TSS-62, TDS-1082, COD-128, BOD-36, O&G- 3.0 and Anionic Detergent-BDL are confirming the prescribed standards.
8. The domestic effluent is discharge onto land for plantation after treatment through septic tank.
9. The industry has installed one wood fired baby boiler with cyclone separator as APCD.
10. The industry has installed 01 D.G sets of capacity 82.5 with canopy and adequate stack height.
11. The industry has submitted land use classification certificate vide 2185 dated 25.08.2023 from DTP, Ludhiana and as per certificate the site falls in the industrial zone as per approved Master Plan of Ludhiana (2007-2031).
12. The industry is complying with the provisions of the Water Act, 1974 and Air Act, 1981.
In view of the above, it is recommended that consent to operate applied by the industry under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto six months with special condition that the industry will get its effluent and emission sample analysed from Board lab in coming season.
