Sir, the industry is a small scale, orange category unit engaged in the manufacturing of C.I Casting/ M.S/ SG Iron. The industry has been established after obtaining Consent to Establish (NOC) of the Board vide No. CTE/Fresh/LDH2/2020/12731334 Dated 02.07.2020 which was valid upto 01.07.2021 for manufacturing of C.I CASTING/M.S/ SG IRON @3.0T/day using Pig Iron @500.00Kgs/day, lime @200Kgs/day, coke @300Kgs/day CRC/ C.I BURADA @3.3T /Day as Raw Material after installing 1 No. Induction Furnace of capacity 500 kg/heat. 2 No. Shot blasting machines and 2 No. Cupola Furnaces.
Earlier, the industry was issued directions u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 for closure of industry (as industry has operated its coupla furnace after broken the seal imposed by the Board) and the PSPCL authorities were directed to disconnect the supply of electricity available to the industry. The electric connection of the industry has been disconnected vide TDCO No.1808 dated 12.03.2024.
The industry was visited by RO on 27.03.2024 to verify the facts at site and it was reported that electric connection of the industry was lying disconnected from the electricity pole and industry was not in operation.
Now, the industry has applied fresh consent to operate under the Water Act, 1974 and Air Act, 1981 for manufacturing of C.I Casting/ M.S/ SG Iron @ 3.0 TPD using PIG IRON @ 500 Kgs/day, LIME @ 200 Kgs/day, lime 200 Kgs/day and Crc/ C.I Burada @ 3.3 T/day as raw material alongwith requisite document and fee.
The site of the industry was visited by RO on 08.05.2024 and it was reported as under:- 1. The electric connection of the industry was lying disconnected from the Pole and industry was not in operation. 2. The industry has installed 1 Coupla furnace of capacity < 3 Ton/hr. capacity and it has installed the APCD as design and drawing of PSCST, Chandigarh issued vide No. PSCST/TFD/35 dated 25.04.2024. 3. The industry has installed 02 shot blast machines with bag house filters as APCD with adequate stack height. 4. It has also installed induction furnace of 300 Kg capacity without APCD. 5. The manufacturing process involves: Raw material - Steel Scrap - Furnace Loading - Heating/Melting - Stag Removal - Alloying - Pouring - Cooling/Finishing - Final Product' Steel Ingots. 6. It has installed a D.G. set of capacity 75 KVA which is equipped with canopy and adequate stack height. 7. The industry is having submersible pump as source of fresh water. 8. There is no generation of trade effluent. Domestic effluent is discharged onto land for plantation through septic tank. 9. It has provided Hazardous Waste Storage room of size 6’ (L) X 6’(W) X 8’(H). 10. The industry has submitted approved building plan from Competent Person duly approved by Director of Factories, Punjab. 11. The industry has submitted the Copy of CLU issued by STP Ludhiana vide his office letter no. 4613 STP(L)/TW-12A dated 29.10.2018 vide which the site of the industry falls in industrial zone as per Master Plan, Ludhiana (2007-31). 12. As per CA certificate submitted by the industry the value of total fixed assets is Rs. 28.61 Lacs as on 29.02.2024. Further the land and building of the industry is on rent w.e.f. 01.04.2020 and rent deed is valid upto 31.03.2028. 13. As per consent application form the Date of Commissioning of the industry April, 2020. 14. The consent fee deposited by the industry is adequate upto 31.03.2025. 15. The industry has submitted the request to restore the electric connection of the industry.
RO recommended that: -
1. Consent to operate under Water (Prevention and Control of Pollution) Act, 1974 may be granted to the industry for six months.
2. Electric connection may be restored to the industry temporarily for 6 months.
3. Orders to seal the Induction furnace installed by the industry without APCD may please issued.
The matter regarding issuance of directions u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 for restoration of electric connection of the industry temporarily for 6 months has been processed in air consent application.
In view of the above, it is recommended that consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 may be granted to the industry for six months with suitable conditions, please.
