It is submitted that the industry was granted Consent to operate under Water Act, 1974 & Air Act, 1981 vide nos. CTOW/Fresh/MKS/2020/13037227 & CTOA/Fresh/MKS/2020/13037158 dt. 17.07.2020, which is valid upto 30.09.2025 for production of Raw Rice/Sorted Rice @ 1 TPH without dryer, subject to the conditions mentioned therein.
Now, the industry has applied for obtaining CTE (expansion) under Water Act, 1974 & Air Act, 1981 through OCMMS for production of Parboiled/ Steamed/ Raw/ Sorted rice @ 3 TPH with dryer and varied consent to operate for the operation of rice sheller unit to produce Raw Rice/Sorted Rice @ 1 TPH with dryer.
The details of case are as under –
The industry has submitted the certificate from the Nagar Council, Malout vide their letter no. 1028 dated 01.04.2024 and as per report the site of the industry falls under the revenue estate of Malout and situated outside the NC limit of Malout.
The industry has deposited NOC fee of Rs. 14400/- R. no. 000146788795 dated 12.04.2024, which is adequate for one year against the Proposed expansion project cost of 390 lakhs. During the grant of consent to operate in the year 2020 the industry had submitted CA certificate mentioning the value of land, building, Plant & machinery (including dryer). However, the same was not installed during visit in the year 2020. Accordingly consents were granted for without dryer. Now, the industry has applied for varied consent to operate for same capacity with dryer, as such the adequacy of consent to operate fee is upto 30.09.2025. The total investment on plant & machinery after proposed expansion will be less than Rs. 5 Crore, as such the industry is an small scale unit.
The industry has proposed that they will install 6 handies of 6 ton each per shift, 3 shift of handies will be processed and total paddy processed will be 108 TPD or 4.5 TPH. The industry will install additional 2 dryers of capacity 36 Ton each in addition to existing 1 dryer of 36 Ton. The industry has proposed to install rice husk fired boiler of 8 TPH and 4 cyclonic separators will be installed as APCD with boiler section n. The industry has proposed to install cyclone separator with dryer section and processing section.
The industry has proposed that during the production of parboiled rice @ 3 TPH about 90 KLD of wastewater will be generated and treated in ETP having component screening cum equalization cum neutralization tank, high rate anerobic digestion, aeration tank, secondary settling tank and sludge drying bed.
The industry has proposed to discharge only domestic effluent onto land for irrigation/plantation through treatment in septic tank.
The industry has submitted an affidavit by Sh. Vinod Kumar regarding development of plantation in 1.5 acre having khasra no. 67 //1 and 67//2, having land in the name of proprietor and located adjacent to the site of existing rice sheller unit.
The site of the rice sheller unit was visited by undersigned on 07.05.2024 and it was observed that –
1. The industry was in operation. The industry has installed machinery for the production of sorted raw rice with dryer. The industry has not started the work regarding establishment of saila plant.
2. The industry has not made addition in land area of existing rice sheller unit.
3. The area proposed by the industry for the development of plantation is located adjacent to the rice sheller unit and presently the same is lying vacant and having no building constructed in it.
4. The industry has installed cyclone separators as APCDs with shelling section and paddy cleaning section of the drier alongwith adequate stack height and sampling facilities.
5. The industry has provided brick wall of 10' height with adequate length on the front side and further wind screen of 5' height has provided on the sides of said wall.
6. The industry has provided plantation along its boundary wall.
7. The industry has provided septic tank for treatment of domestic effluent.
8. The industry has provided brick paved on movement area of the vehicles.
• The site of the industry is suitable for expansion as it is located outside Municipal limit and has submitted proposal to contain process emissions as well as management of effluent generated from such type of units.
Keeping in view of above, if approved, it is recommended that :-
1. Varied consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller unit of capacity 1 TPH of Raw rice / sorted rice with dryer in the existing premises for a period upto 30.09.2025, subject to the suitable conditions along with special condition that the rice sheller will get its air emission sample analyzed by Board's lab/Board's approved lab in coming paddy season.
2. Consent to establish (NOC) for expansion may be granted to the industry for production of Parboiled/ Steamed/ Raw/ Sorted rice @ 3 TPH with dryers and boiler for one year, subject to the suitable conditions.
