It is submitted that the hospital has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for 20 beds. The HCF has already obtained authorization under the provisions of the BMW Rules, 2016, which is valid upto 31/03/2028.
The Hospital has deposited Rs. 16,000/- vide UTR No. MAHBH24129226888 dated 08/05/2024 & Rs. 14,500/- vide UTR No. MAHBH24129226640 dated 08/05/2024 under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 including Rs. 2000/- as NOC Regularization fee and Rs. 500/- Form Downloading Fee which is adequate upto 30/09/2029. The HCF has submitted requisite documents along with the application which can be pursued. The HCF has submitted a receipt issued from Municipal Corporation, Pathankot vide dated 12/02/2024 regarding connection with sewerage network, which is connected with terminal STP of MC, Pathankot. The industry has submitted a copy of the PSPCL Bill as a date of commissioning of the hospital, the HCF is running since August-2009.
The HCF comprises of 20 beds and has capacity to generate effluent @ 10 KLD. The hospital is having bed capacity of 10 nos. and competency to decide the case lies with Environmental Engineer. The HCF is connected to terminal STP. The Hospital was visited by officer of this office on 14/05/2024 and observed as under:-
1. The hospital comprising of 20 beds engaged in the process of providing medical services.
2. The HCF is treating liquid waste with 1% hypochlorite solution.
3. The HCF is connected with the MC Sewer which is further connected to terminal STP.
4. The HCF has provided color coded bins for collection/segregation of Bio Medical Waste, segregation of BMW found proper as per color codes.
5. The HCF has provided needle destroyers for shredding of needles.
6. The HCF is maintaining the record of Bio Medical Waste lifted to CBWTF.
7. The HCF has installed one no. D.G. set of capacity 10 KVA, which is provided with canopy (Agenda Note is also attached herewith).
In view of above, it is recommended that Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for a period upto 30/09/2029 subject to suitable conditions.
