The Following were present: On behalf of Punjab Pollution Control Board Er. Pardeep Balu, Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana On behalf of the industry Sh. Raghav Gupta, Proprietor The Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana brought out that the industry is a small scale red category unit and the industry has applied for obtaining fresh 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 for manufacturing of M.S and H.B Wire. The application of the industry has been perused and it has been observed as under:- 1. The industry is red category unit and has been established without NOC of the Board. 2. The industry has made an agreement with M/s JBR Technology Pvt. Ltd., CETP, Focal Point, Phase-VIII, Ludhiana on 02.03.2024 @ 4000 Ltr/M (having 2000 ltrs/month each agreement). The industry is discharging effluent into sewer from 01.07.2023 to 02.03.2024. 3. The industry has made an agreement with re-processor namely M/s SKIFAC Pvt Ltd, Village Dharour, Sahnewal, Ludhiana on 20.03.2024 @ 6000 ltr/month. The industry is discharging effluent into sewer from 01.07.2023 to 20.03.2024. 4. The industry has also made agreement with M/s Charanjit and Company Technology, LLP, Village paddi, Sahnewal, Dehlon Road, Ludhaina on 01.07.2023 @ 10000 Ltr/month. Whereas date of commencement of industry is 01.07.2023. 5. The industry has not submitted month wise details w.r.t. water consumption and effluent generation from process from date of agreement with CETP operator/ re-processor. 6. The industry has not intimated the mode of disposal of domestic effluent (handwash, washroom, kitchen). 7. The industry has not submitted compliance of NOC conditions in annotated form signed by authorized signatory. The industry was show cause notice for refusal of consent to operate under the Water Act, 1974 with hearing before the Senior Environmental Engineer of the Board on 15.05.2024. Sh. Raghav Gupta, Proprietor of the industry attended the hearing and submitted written reply which has been taken on record. He submitted that the industry is wire drawing unit under Red Category and made an agreement @ 4000 Ltr/month with JBR Technologies Pvt Ltd, Unit-1, Ludhiana on 02.03.2024. The industry started its pickling & phosphating from 18.03.2024 on its requirement in the market. No effluent discharged anywhere before above said date. Before starting its process, the industry made its MOU with JBR-1., The industry has made an agreement with re-processor @ 6000 Ltr/Month with M/s Skifac Pvt Ltd, V-Dharour on 20.03.2024. The industry lifting its Trade Effluent to M/s Charanjit & Co technology LLP, V-Paddi from 25.08.2023 & started pickling on 14.08.2023 by H2S04. No effluent discharged anywhere before above said date. The industry started its wire drawing as dry process from 01.07.2023 under exempted white category. That the industry has made an agreement with Re-processor @ 10000 Lt/Month with M/s Charanjit & Co technology LLP, V-Paddi on 01.07.2023. The industry lifting its Trade Effluent to M/s Charanjit & Co technology LLP, V-Paddi from 25.08.2023 & started pickling on 14.08.2023 by H2So4. The industry is maintaining the monthly trade effluent record. The industry has no source of washroom or kitchen inside the industry premises. If in any case domestic effluent generated, the same will be discharged on to land for well developed plantation because sewer is not working properly. That the industry has already uploaded online the compliance to NOC conditions in annotated form duly signed by Prop/Karta. After hearing the industry, officer of the Board and considering material facts on record, the Senior Environmental Engineer of the Board decided that:- 1. The industry shall get its trade effluent lifted to CETP operator/ re-processor, regularly. 2. The industry shall maintain the record of water consumption in the process and trade effluent got lifted to CETP operator / re-processor. 3. The industry shall discharge domestic effluent onto land for plantation, if any. 4. The Environmental Engineer, Regional Office shall verify the submissions made by the industry and submit further recommendations accordingly. Submitted for confirmation of decisions of the hearing and for conveying to the industry and Regional Office for compliance of above decisions, please.
